Job Description

In support of requirements officer, maintain direct communications with Navy/Marine Corps Air-to-Ground Weapons Requirements Officers.

Essential Job Functions:

Provide data to support government programmatic decisions, funding decision/priorities and acquisition development for Navy/Marine Corps platforms and weapons systems.

Support the requirements officers in the management of all programmatic issues that determine budget submission requests to support identified warfighter gaps through the POM process.

Support the requirements officers in monitoring and analyzing changes to weapon's Program Element lines which have a direct impact on the Program Budget Information System (PBIS).

Assisting weapons and weapons platform requirements officers with issues and recommendations concerning appropriate courses of action for fleet operational capability and deployment.

Support requirements officers at briefings, meetings, various working groups and conferences as required by requirements officers.

Assist requirements officers, through technical writing, the Development of Concepts of Operations, force structure, Information Support Plan, and Key Performance documentation, Test and Evaluation Master Plan and Training Support Plans.

Edits and/or writes Joint Capabilities Integration and Developments System (JCIDS) documents for government review and acceptance including concepts of operations, capabilities based assessments, analysis of alternatives, initial capabilities documents, capabilities development documents, capabilities production documents and requirement documents.

Providing subject matter expert analysis to the Directorate for weapons requirements to include:

Weapons in the procurement/production/sustainment phase of their acquisition life cycle.

Provide analysis for government review and acceptance regarding production planning, operational requirements assessment and validation, logistics and tactical employment considerations, and training requirements.

Assist requirements officers in addressing technical issues in regards to weapon system procurement and incorporating them into drafts of recommendations, point papers, and correspondence for Acquisition Integrated Product Team Leads to respond to technical inquiries from Congress, Navy Headquarters Staff, and Marine Corps Headquarters Staff, and other government agencies.

In support of requirements officer, assist in analyzing and evaluating existing NAVAIR systems and advanced technologies to support decisions for transition of new technologies or inclusion of new capabilities.

In support of requirements officer, assist in assembling, organizing, edit print, and distributing technical and programmatic in accordance with DOD and SECNAV 5000 series instructions.

Job Requirements

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

High School/GED plus 15 years of experience with Navy/Marine Corps weapons systems, the NAVAIR acquisition process, and/or requirements development on the OPNAV staff.

Secret security clearance required.

Mastery of Microsoft Office Suite to include producing complex and embedded graphs, and creating interoperability between program products in order to produce final executive level briefing materials, presentations and point papers as tasked by the weapons requirements officer.
