Job Description

Provide program management assistance and support to a US Army Program Office in the area of Quality Assurance and Test.  Position will interface with a variety of ground vehicle project management offices and evaluation/test centers.

Essential Job Functions:

  • Responsible for the development of program's T&E strategy, approach, process, schedule, and resource requirements. In addition, managing the implementation of an evaluation methodology and framework for product/system under test.
  • Ability to work in a collaborative environment with product managers, logistics, contracting, along with multiple external Government organizations to include Army Test and Evaluation Command (ATEC), the User Representative, and other Product Offices along with the defense industry.
  • Responsible for the day-to-day management of test activities at major test site(s) (e.g. Aberdeen Test Center), including resolution of test execution issues, chairing of daily test update meetings, management of contractor on-site PM test representatives, tracking of test progress, etc.
  • Must have strong writing skills to generate scopes of tests, Test and Evaluation Master Plans (TEMPs), schedules, and to assist in generating technical documentation in support of Milestone Decisions and Material Release.
  • Have a working knowledge of program management (program planning, execution, risk management, configuration management, metrics, earned value systems, issue resolution).
  • Travel occasionally (up to 25%) to the test sites in support of related meetings and test events.
  • The preferred candidate will have experience in Test and Evaluation, Program Management, and/or Systems Engineering, excellent interpersonal, communication, and problem solving skills, and an ability to lead efforts on complex programs/projects

Required Skills:

  • Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

  • Must be able to obtain and maintain a DoD Secret clearance.

  • Bachelor's Degree in Industrial Management & Quality Engineering plus a minimum of (8) years of experience.

  • Project management experience.

  • Self-starter with the ability to work without direct supervision.

  • Ability to daily provide high quality support and customer service to the Government customer in a high visibility position.

  • Excellent written and verbal communications skills.

  • Strong interpersonal abilities, including ability to tactfully negotiate resolution to competing programmatic demands and requirements.

  • A strong customer service mentality.

  • Comfortable with MS Word, Excel, PowerPoint and Project.

Desired Skills:

  • Quality Management and/or testing experience on DoD ground combat vehicles and/or tactical wheeled vehicles.

  • Experience working with CCDC GVSC, PEO CS&CSS, PEO GCS and/or related PM offices within the Army Futures Command or Army Materiel Command.

  • Understanding of the Army acquisition process.

  • Experience with Army systems engineering processes.
