Configuration/Data Manager, Senior (Dayton OH)

DCS is looking for a Configuration/Data Manager to support the Special Operations Forces/Personnel Recovery (AFLCMC/WIS) directorate.

Essential Job Functions:

Must have experience with Multi-User Engineering Change Proposal Automated Review System (MEARS), Joint Deficiency Reporting System (JDRS), Acquisition Streamlining and Standardization Information System (ASSIST), Enhanced Technical Information Management System (ETIMS), Joint Engineering Data Management Information and Control System (JEDMICS), Joint Electronics Type Designation Automated System (JETDAS), and Air Force and SOF portals (to prepare spreadsheets, briefings, figures, graphics, tables, forms, and papers, providing finished products in technical and non-technical both classified and unclassified, in the media and format requested.

Provides documentation support in performing configuration and data management tasks related to the development, production and support of various weapon systems and items of equipment acquired by SOF. Tasks that require contractor support include the full range of Configuration Management (CM), Data Management (DM) and Engineering Data Management (EDM) to include data rights, Deficiency Reporting (DR) and Scientific and Technical Information (STINFO) actions required to accomplish specifically assigned work for individual task orders. The Contractor shall interface and assist in coordinating activities with Division and higher level management, CM/DM Chief, IPT Leaders, the various project officers, other outside program offices, various IPT members and Defense Contract Management Agency.

Provides configuration management support for hardware and software to also include support equipment. The Contractor shall provide advisory support in reviewing program-unique specifications to include system specifications, development specifications and product specifications for both hardware and software, for proper format, content, assurance of appropriate STINFO and export control markings, and compliance with program requirements, appropriate standards and configuration management practices.

Processes nomenclature and Computer Program Identification Number (CPIN) requests, and by tracking the requests through the appropriate Government agencies for response back to the customer.

Assists in distributing, logging, filing and tracking Government approved configuration item (CI) specifications, specification updates and Specification Change Notices (SCN). The Contractor shall provide comments and recommendations for the Government configuration manager’s consideration that are designed to enable the Government to update and authenticate the specifications in a timely manner.

Assists in generating and maintaining a tracking system of specification updates and SCN comments, discrepancies, corrective actions, change requirements, change implementations and overall specification status.

Assists in generating and maintaining a log designed to provide the status of nomenclature and CPINs requests.  Track requests through the appropriate Government agencies for USAF response back to the weapon system contractors.

Provide advisory support for the review of specifications for Government review boards or TIMs. Shall identify and communicate potential risks, concerns, and areas of need to the Government for consideration.

Assist in supporting the configuration control function. The Contractor shall provide support including, but not limited to, receipt, dissemination, processing, tracking and final disposition of Advanced Change Study Notices (ACSNs), ECPs, CCPs, requests for deviation/variance/waiver, DRs, airworthiness alerts, airworthiness directive notes, and service actions notices of deficiency. Provides advisory assistance support by reviewing change proposals for thoroughness, configuration and data management impacts, and compliance with Government requirements.

Provides advisory assistance and draft documentation support in the preparation and conduct of CCBs. The Contractor shall assist in maintaining change proposal files and assist in providing historical information.

Assists in managing the modification effort to ensure that airworthiness certification in support of Operational Safety, Suitability, and Effectiveness (OSS&E) policy and guidance is implemented and tracked in each applicable contract modification. The Contractor shall assist in reviewing airworthiness documentation as it applies to configuration/data management.

Assists in configuration management of assigned projects.

Assists the program manager by receiving and providing advisory reviews of statements of work and ECPs for adequacy and proper implementation of airworthiness certification and configuration management practices. Identifies and communicates potential risks, concerns, and areas of need to the Government for consideration.

Assists in distributing, logging, creating, and maintaining files of Government-approved change proposal activity. The Contractor shall assist in generating and maintaining the change processing tracking system to provide current change status and reports from inception through supplemental agreement, historical information and metric reporting.

Performs reviews of change document files to ensure accuracy and completeness and reports any identified problems or deficiencies.  Takes corrective action upon Government review/ consideration.

Assists in providing technical advisory and administrative support to review change proposals for compliance with Government requirements and proper configuration management practices while assessing impacts and providing comments and recommendations for Government review and dispositions.

Assists in the management of change activity on assigned proposals and assists the Government-assigned project officer in resolving all concerns prior to the CCB.

Performs the duties of the CCB Secretariat.  Provides advisory assistance and draft documentation support for the preparation and facilitation of CCBs.  Support shall include but not be limited to pre-CCB, deviation/variance/waiver and Engineering Review Boards. The Contractor shall provide advisory assistance and draft documentation support for the development of reports and charts for these efforts/activities.  Reviews weapon system contractor’s engineering release system, software development library, and software configuration management practices.  Communicates and identifies potential risks, concerns, and areas of need to the Government for consideration.

Participates in formal technical reviews (such as PDR and CDR) of contract end items and in manufacturing/production readiness reviews.

Provides advisory assistance and draft documentation support for the conduct of Functional Configuration Audits (FCAs), Physical Configuration Audits (PCAs), and compliance audits. Supports planning, auditing hardware and software Configuration Items (CI/CSCIs), and generating, dispositioning and tracking Review Item Discrepancies (RIDs), and tracking action items and minutes.

Provides advisory assistance and draft documentation support for other program and engineering reviews and TIMs, at Government and weapon system contractor facilities.

Provides technical and administrative support to the configuration status accounting function.  Assists in reviewing the weapon system contractor’s status accounting system to ensure accuracy and adequacy of data reported and shall ensure achievement of required system configuration and that the configuration meets system operational needs.  Assists in maintaining status accounting records and data bases pertaining to identification documents, such as specifications, parts lists, version description documents, SCNs, and change control documents including but not limited to ACSNs, ECPs, CCPs, and Request for Deviation (RFD)/Request for Waiver (RFW) variances.

Provides support for special configuration/engineering/data/DR management research projects and topics. Collects raw data and prepares the data for statistical analysis, error trends and other special requirements. Provides analysis, and development of recommendations for improved procedures and processing details that shall be conveyed for Government consideration.

Assists in providing support for the review of proposed changes to the SOF Configuration Management Plan, unique program guidelines and SOF configuration management processes for configuration management requirements, format, and completeness. Identifies and communicates potential risks, concerns, and areas of need to the Government for consideration.

Assists in providing contract data management support.  Provides advisory assistance and draft documentation support for data users and requesters with the selection and tailoring of Data Item Descriptions (DIDs). Support shall include, but not be limited to, preparation of one-time and standard DIDs, as well as providing draft data management forms such as Contract Data Requirements List (CDRL) and Contractor Data Requirements Substantiation (AF Form 585) for Government review/approval. Collects back-up information, drafting of data call letters for Government review, and supporting the official release upon Government approval.

Conducts data reviews including coordinating inputs from Program Office/IPT functional personnel into draft CDRLs, preparing draft data review documentation, participating as an advisor in data reviews, drafting data review minutes, and maintaining status of action items through closure.

Provides draft documentation support in the preparation and maintenance of CDRLs for inclusion in weapon system contractor RFPs, contracts, and contract modifications.

Provides support to receive, log, track, and maintain status of contract data deliverables. Assists with maintaining electronic and manual data management files and shall provide associated historical information.

Provides functional support for updating and maintaining data management files, to include creating and updating DIDs.

Manages and updates manual and electronic files and databases and archiving systems as required.

Provides assistance and draft documentation support to develop and recommend procedures and numbering conventions for Government consideration regarding file processing and maintenance.

Provides engineering data management support, to include preparing draft documentation and maintaining the Engineering Data Management Plan (EDMP). Assists in establishing and maintaining an engineering data activity file.  Provides technical advisory, draft documentation and facilitation support for engineering data guidance conferences and engineering drawing In-Process Reviews (IPRs).  Assists in receiving, reviewing, organizing, filing and maintaining engineering data management correspondence.  Assists the Engineering Data Management Officer (EDMO) on all correspondence dealing with engineering data rights.

Assists with the management of the deficiency report process for assigned programs. Assists in the maintenance and control of relevant deficiency reporting documentation from DR origination to DR resolution.

Assists in the preparation of the Materiel Improvement Project Review Board (MIPRB) membership, agenda, and minutes; act as secretariat; and support the MIPRB Chairperson as required.

Provides program support to ensure STINFO policies and procedures are implemented concerning the proper identification, appropriate marking with distribution statements (including export control warning and destruction notice as warranted), as well as proper storage/handling and the discretionary, logged and controlled dissemination of technical data. Program office STINFO includes technical information that can be used, or adapted for use, to design, engineer, produce, manufacture, operate, repair, overhaul, or reproduce military equipment and related technologies.

Required Skills

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Active Secret security clearance

High School diploma and a minimum of 15 years of Configuration Management experience.
