Real Property Specialist, Journeyman
Salary: $69,230 - $117,886
DCS exciting opportunity for a Real Property Specialist providing support to the Air Force Life Cycle Management Center (AFLCMC/HBZ). The Real Property Specialist will support the Real Property Office (RPO) in managing government real property assets. This role involves assisting the Real Property Accountable Officer (RPAO) and Real Property Specialist with a full range of real property responsibilities, including acquisition, management, utilization, inventory, and disposal. The Specialist will provide expertise in handling complex real property functions, ensuring compliance with Federal, State, Department of Defense (DoD), and Air Force regulations. This position offers a unique opportunity to contribute to the effective management of government real property assets while ensuring compliance and optimizing resource utilization.
Essential Job Functions:
Duties include, but not limited to:

Real Property Management and Compliance:
- Assist the RPO and RPAO with the acquisition, management, and disposal of government real property.
- Conduct physical inventories of real property assets (e.g., facilities, installed equipment, historic properties) every five years or every three years for historic properties.
- Ensure compliance with applicable laws, regulations, and policies.

Space Utilization and Planning:
- Recommend alternative uses of space in coordination with the Space Planner to optimize resources.
- Analyze and provide recommendations on space and land use requests for federal land by individuals, businesses, or municipalities.
- Conduct studies on in grants, out grants, and withdrawn public lands.

Data Management and Reporting:
- Survey, document, and update non-spatial data in space reporting tools during routine inventories.
- Collaborate with Community Planners, GIS, CAD technicians, and engineering assistants to maintain accurate real property data and floor plans.
- Reconcile installation real property records with agencies and tenants, ensuring up-to-date accountability records.

Acquisition and Disposal:
- Assist in acquiring real property interests, determining best uses, and providing technical guidance for specific projects.
- Prepare value estimates and rental determinations for out grants, including easements, leases, and permits.
- Ensure compliance with environmental documentation and regulations for all acquisition and disposal activities.

Compliance and Issue Resolution:
- Research and resolve issues related to leases, equipment malfunctions, building maintenance, rental rate adjustments, and space changes.
- Assess compliance without grant terms and provide recommendations for resolving conflicts in multi-use facilities.
Required Skills:
Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
A High School Diploma plus 13 years of experience, 5 of which must be in the DoD or a Bachelor's Degree plus 3 years of experience, 3 of which must be in the DoD.
Must have and be able to maintain a Secret security clearance.
Knowledge of real property principles, rules, regulations, and practices.
Familiarity with space management, utilization practices, and real property documentation procedures.
Expertise in in-grant and out-grant procedures and documentation requirements.
Understanding of property disposal policies and contracting procedures for real property.
Basic knowledge of environmental laws and their implications for real property management.
Proficiency in gathering, evaluating, and interpreting data to provide actionable recommendations.
Demonstrated experience in real property management within a federal, state, DoD, or Air Force setting.
Familiarity with legal procedures and regulations governing property management.
Strong analytical and problem-solving skills.
Effective communication and coordination abilities.
Desired Skills:
Experience with GIS, CAD, or other space reporting tools.
Background in handling environmental assessments for property management.
