Journeyman Logistics Manager
DCS is recruiting for a Journeyman Logistics Manager to support the Theatre Battle Control Division (AFLCMC/HBD) at Hill AFB in Ogden Utah. The Theater Battle Control Division is responsible for managing efforts focused on developing, acquiring, fielding, and sustaining programs that support worldwide communications and critical C2ISR (Command & Control, Intelligence, Surveillance & Reconnaissance) capabilities. These include Battle Management, Tactical Air Control, Air/Ground Surveillance, Time Critical Targeting, Combat Identification, Radar Imagery, Integrated Air/Missile Defense, and Mobile/Fixed C2ISR Performance, Exploitation & Dissemination Facilities.

Duties include, but not limited to:

Program Support:
- Identify and analyze specific requirements for funding, manpower, materials, facilities, and services necessary to support programs.
- Correlate program requirements with plans to ensure timely and effective support.

Collaboration and Coordination:
- Work closely with material support managers and product support managers to maintain comprehensive support plans, including coordination with sister and coalition services.
- Coordinate and evaluate efforts of functional specialists to ensure requirements are met on time.

Logistics and Sustainment Planning:
- Develop and execute logistics and sustainment plans, ensuring smooth product transitions to air logistics complex centers.
- Identify and mitigate sustainment challenges, with a specific focus on Component Depot Activation (CDA).

Documentation and Administrative Support:
- Assist in developing program management documentation to support all phases of the acquisition and sustainment lifecycle.
- Provide clerical, administrative, and office operations support.
- Develop and deliver briefings to support acquisition milestones and sustainment planning.

Metrics and Analysis:
- Provide logistics analytical support, focusing on key logistics metrics such as supply, reliability, and maintainability, and present findings in key logistics reviews.
- Conduct Business Case Analyses (BCA) and trade studies tailored to meet specific program management needs.

Proposal and Financial Support:
- Provide logistics input for Requests for Proposals (RFPs), including specifications, Statements of Work (SOWs), and Contract Data Requirements Lists (CDRLs).
- Assist in the development of program office estimates, financial reports, and other analyses as required.

Lifecycle and Logistics Planning:
- Develop logistics planning documents such as Life Cycle Sustainment Plans (LCSPs), Integrated Logistics Support Plans (ILSPs), Product Support Business Case Analyses, and Depot Source of Repair (DSOR)/Source of Repair Assignment (SORA) packages.
- Address Diminishing Manufacturing Sources (DMS) challenges by identifying alternative components and employing advanced supply chain analysis tools.

Systems Engineering and Risk Management:
- Support technical trade studies and documentation for system integration, upgrades, and modifications.
- Provide independent analyses of system readiness for production and risk management.

Testing and Evaluation (T&E):
- Support the development of T&E strategies, charters, and plans, including Test and Evaluation Master Plans (TEMPs) and other related products.

Capability Development and Assessments:
- Assist in Capability Based Assessments (CBAs), Initial Capability Documents (ICDs), Capability Development Documents (CDDs), and Capability Production Documents (CPDs).
- Maintain requirements traceability and provide updates, analyses, and reports to support decision-making.

Technology and Concept Development:
- Develop draft Concepts of Operations (CONOPS) and technology assessments to integrate with warfighter requirements.
- Deliver reports connecting technology assessments with operational needs, identifying potential acquisition opportunities.

Source Selection and Acquisition Strategy:
- Assist in source selection processes, including developing evaluation criteria, acquisition strategies, and documentation.
- Draft, review, and finalize reports, memorandums, and briefings for source selection tasks.
This comprehensive set of responsibilities ensures program success across the acquisition and sustainment lifecycle, supporting the Government's mission to deliver effective and efficient solutions.
Required Skills:
Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
A High School Diploma plus 7 years of experience, 5 of which must be in the DoD or a Bachelors Degree plus 3 years of experience, 3 of which must be in the DoD.
Must have and be able to maintain a Top Secret Clearance.
Experience in integrating separate functions to plan, implement, or execute a logistics management program.
Familiarity with the acquisition lifecycle and product support planning across each phase or milestone.
Understanding of defense acquisition management processes as outlined in the DoD 5000 series instructions.
Experience working with the DoD integrated product support element structure.
Knowledge of the Product Support Business Case Analysis (PS-BCA), Life Cycle Sustainment Plan (LCSP), and Logistics Health Assessment (LHA) processes.
Familiarity with the DoD Product Support Manager Guidebook.
Knowledge of program planning, funding, and management information systems within a DoD context.
Broad understanding of the organization and functions involved in providing logistical support.
