Program Manager - Electronic Warfare (EW) Assessment Capabilities

Take your career to the next level by joining the 950th Spectrum Warfare Group (SWG) as a Program Manager specializing in Electronic Warfare (EW) Assessment Capabilities. In this key role, you will lead the development and execution of business strategies to design, develop, produce, test, deploy, and sustain cutting-edge EW assessment capabilities that are critical to the Air Force's mission of spectrum superiority. Essential Job Functions:

  • Strategic Leadership: Drive the creation and implementation of comprehensive business strategies that align with the Air Force’s EW assessment mission objectives. Lead the full lifecycle of EW assessment programs, from initial concept through deployment and sustainment.
  • EW Assessment Development: Develop comprehensive EW assessment capabilities, including equipping field engineering teams with the necessary hardware, software, and processes to conduct Electromagnetic Spectrum Operations (EMSO) assessments for each MDS/Weapon system. Ensure the “tooth-to-tail” EW assessment capabilities are in place for all tasked USAF MDSs, including specialized assets as outlined by ACC/A326KL and CSAF Plan 53.
  • Real-Time Assessments: Execute real-time and near-real-time large force, live-flight, and virtual assessments worldwide. Conduct readiness and effectiveness assessments on aircraft, aircrew, and processes via live flight scenarios and virtual software in the lab.
  • Advanced Methodologies: Optimize assessment methodologies developed by EWS, incorporating information from 501 EWS/17 EWS. Execute EW assessments at the SAP level (if applicable) for each USAF MDS and weapon system, and develop integrated EMSO effectiveness via Large Force Model and Simulation.
  • Scoreboard and Framework Development: Develop and maintain a multi-classification scoreboard/dashboard to track the effectiveness of EW operations. Create a robust framework for assessments, including fielding capabilities to assess integrated EW operations using TS/SCI/multi SAP accredited M&S systems. Update the scoreboard quarterly and publish an updated 3.1 EW report every two years.
  • Project Management: Provide comprehensive project management, ensuring efficient management of task orders and related support activities. This includes documenting requirements, coordinating with stakeholders, securing funding, and overseeing projects from initiation to closure.
  • Configuration Management: Oversee and coordinate configuration control activities, including managing network connectivity, desktop configurations, equipment tracking/shipping, software requirements, and maintaining the configuration management process.
  • Stakeholder Engagement and Collaboration: Collaborate with key stakeholders, including government officials, contractors, and other military organizations, to ensure program objectives are met and resources are effectively utilized. Provide advice and assistance in working groups, technical reviews, and program meetings, offering recommendations on technical and functional process matters.
  • Technical Documentation and Reporting: Prepare and present technical status briefings, document progress and accomplishments, and highlight problem areas affecting defined tasks. Ensure that all documentation is completed in a timely manner and meets the required standards.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

A Bachelor's degree in an Engineering, Business, or a related field plus 10 years of experience.

Top Secret/SCI Security clearance.

Proven experience in managing large-scale EW or defense-related programs, with a strong track record in program and project management.

Strong leadership, communication, and strategic planning abilities, with expertise in configuration management, project oversight, and advanced EW methodologies.

Desired Skills:

A Master's degree is preferred.
