Job Description

DCS Corporation seeks an accomplished, and strong Subcontracts Administrator who is self-motivated and can work independently and as part of a team in a dynamic environment.
The Subcontracts Administrator is responsible for activities that span the entire procurement cycle. The position reports to a Director of Contracts and the position could be based in Alexandria, VA, Lexington Park, MD and/or Hybrid.

As a member of the Contracts team, the candidate will be responsible for the administration, analysis, and compliance of assigned subcontracts.

Essential Job Functions:

Provide cradle-to-grave Subcontract Administration support for Government contracts of various contract types (CPFF, FFP, T&M).

Effective oversight and monitoring of Subcontracts under U.S. Government Contracts, lead or assist in key negotiations, resolve performance issues, identify risks and associated mitigations, support development of major proposals, ensure compliance with company policies, procedures as well as Federal government and contract requirements.

The Primary Responsibilities include:

Administration of subcontracts of various types and complexity.

Ensure compliance with company's Procurement requirements supportive of a Contractor Purchasing System Review (CPSR)

Negotiation of Subcontract Agreement to include pricing, terms/conditions and required flow downs.

Identify and resolve moderate issues and problems on assigned subcontracts and make recommendations to management.

Perform subcontract close-out activities.

Negotiate Non-Disclosure Agreements and Teaming Agreements.

Create moderate to complex RFP solicitations in accordance with Government and Company requirements.

Evaluation of supplier proposal responses.

Conduct price and cost analysis.

Analyze risks and identify risk mitigations.

Acts as primary interface between subcontractors and the programs being supported for all subcontracts related issues.

Regularly interacts with program management, contracts, project control, finance, business development and with customers as required.

Must have the interpersonal skills to deal effectively with subcontractor management regarding subcontract issues of varying degrees of complexity and work issues to resolution.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

A Bachelor's Degree and minimum of eight (8) years of experience.

Additional years of experience in combination with an Associate’s Degree plus 10 years of experience or other education/training may be considered.

Strong knowledge within government contracts and subcontracts arena.

Skilled at negotiation, including experience negotiating complex terms and conditions.

Must have experience with all contract types (CPIF, CPFF, FFP, T&M, etc.) and an in- depth understanding of FAR/DFARS.

Excellent time management, organizational, and analytical skills, including solving problems and mitigating risks.

Candidate must be able to work independently as well as part of a team of contract professionals supporting proposal preparation and a portfolio of contracts.

Candidate must be able to multi-task and prioritize work activities in a fast paced environment.

Proficient in Excel/Word/PowerPoint and SharePoint site document management.
