Contracts Administrator
This new position, reporting to the Director of Contracts for the Air and Space Technology Sector (AST), involves a combination of contracts administration and estimating/pricing in support of one of the company’s business sectors. The AST Sector is based in Dayton, Ohio. Depending on the successful candidate, this position can be filled in Dayton or remotely.
Essential Job Functions:
Conducts the preparation, negotiation, and management of government contracts in accordance with company policies, federal procurement regulations and statutes, and customer requirements. Position duties also include drafting and reviewing contractual documents as appropriate. Advises management of company and third party contractual rights and obligations and provides interpretation of terms and conditions.
In executing the pricing responsibilities of the position (described more fully below), this individual is expected to review government and prime contractor solicitations, develop estimating/pricing using company templates where appropriate, and work collaboratively with internal and external stakeholders in refining the estimating/pricing proposal to the point of submission to the customer and thereafter as appropriate.
Provide the oversight and monitoring of contracts, assist in key negotiations, resolve performance issues, identify risks and associated mitigations, support development of major proposals, ensure compliance with company policies, procedures as well as government and contract requirements.
Provide cradle-to-grave contract administration support for Government contracts of various contract types (CPFF, FFP, T&M)
Negotiate Teaming Agreements, Non-Disclosure Agreements
The candidate will frequently interact - written, oral, and face-to-face - with other contracts and procurement staff, functional peers, management and external and internal customers.
Regularly interact with programs, contracts, project control, finance, business development and with customers as required.
Develop or review prime contract flow down documents to ensure compliance with prime contract requirements and to minimize company liability.
Support internal/external audit activities as well as data request from internal / external customers.
Evaluates solicitations for proposal requirements as well as pertinent sections of the FAR, DFARS and other applicable Government laws and regulations.
Prepares fully responsive, compliant pricing models, adapting company excel templates as necessary for contract and task order proposals (various contract types CPFF, FFP, T&M) leading to sole/single source prime and subcontractor awards. Includes modification proposal. Also completes Government-provided and/or prime-provided Excel cost templates.
Interfaces with senior executives, operations leads, capture managers, and business developers. Presents pricing progress in management reviews.
Fully responsible for preparation of cost volumes, including narrative explanations of pricing methodologies used IAW Govt/Prime RFP instructions.
Complies with corporate review and approval process.
Required Skills:
Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
Requires a bachelor’s degree and a minimum of 5 years of relevant experience. Additional years of relevant experience and other degrees may be considered in lieu of a bachelor’s degree.
Working knowledge within government contracts arena.
Negotiation skills, including experience negotiating complex terms and conditions.
Must have experience with all contract types (CPIF, CPFF, FFP, T&M, etc.) and an understanding of FAR/DFARS.
Time management, organizational, and analytical skills, including solving problems and mitigating risks.
Candidate must be able to work independently as well as part of a team of contract professionals supporting proposal preparation and a portfolio of contracts.
Candidate must be able to multi-task and prioritize work activities in a fast paced environment and effectively and professionally communicate at all levels within the organization.
Must have the interpersonal skills to deal effectively with management and staff regarding Contracts issues with high degrees of complexity and work issues to resolution.
Proficient in Excel/Word/PowerPoint and SharePoint site document management.
Currently hold OR ability to obtain Department of Defense Secret Level Security Clearance.
