Acquisition Analyst
DCS is seeking an experienced Acquisition Analyst to execute acquisition management requirements supporting the entire product line for a fast-paced program office in Huntsville, AL. The ideal candidate is highly skilled in contract execution and administration and has the ability to draft Contract Requirements Packages for weapons system development, production, sustainment, and engineering services contracts for complex portfolios. We are looking for an organized, detail-oriented, team player who is capable of working independently in our dynamic environment.
Essential Job Functions:
Prepares and staffs Justification and Approvals (J&A) for Sole Source, Simplified Acquisition Management Plans/Acquisition Plans, Service Acquisition Strategies, Determinations and Findings (D&Fs), and Functional Requirements Authentication Board (FRAB) documents.
Applies the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), Other Transaction Authorities (OTAs), and other required regulations/policies/procedures.
Interacts with/responds to the Contracting Officer through formal/informal contractual correspondence.
Engages with functional stakeholders within the Product Office, to prepare/coordinate documentation such as Statements of Work (SOW), DD Form 254, Independent Government Cost Estimates (ICGEs), and Contract Data Requirement Lists (CDRLs).
Analyzes Prime Contractor requests, coordinates Product Office/technical response and prepares correspondence to the Contracting Officer.
Develops and delivers briefings, reports, and presentations for internal and external stakeholders.
Conducts market research to support acquisition planning and decision-making.
Uses program management and tracking tools to monitor program milestones, deliverables, and actions.
Monitors and updates acquisition and logistics data across various DoW systems.
Coordinates with cross-functional teams, including logistics, contracting, finance, and program management offices.
Assists with determining contracting strategy, preparing contracting documents, and coordinating activities with contracting organizations.
Required Skills:
Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
Must have a Secret clearance.
Bachelor's and 12 years of experience.
Minimum of five (5) years of experience writing and providing services and leadership in the areas of Performance Work Statements, Statements of Work, CDRLs, and Contract Requirement Packages.
Equivalent or experience commensurate with DAWIA Level II certification in Program Management acquisition career field or PMP Certification.
Understanding of U.S. Army Acquisition processes and life cycle management.
Experience conducting market research and producing analytic reports or presentations.
Strong written and verbal communication skills, including professional correspondence drafting.
