A-10 Security Manager (Hill AFB)

DCS Corp Ogden, UT (Onsite) Full-Time

The applicant shall assist with providing directorate security operations support.

Essential Job Functions:

The applicant shall provide multi-disciplined security support to a customer’s facility and organization. The applicant shall provide day-to-day support for collateral, SCI and SAP activities.

Assist with preparation and coordination of security-related briefing materials and providing security-related technical assistance to the directorate for briefings, meetings, and conferences. The applicant shall support the recording and tracking of security program action items and expenses. The applicant shall prepare security-related spreadsheets, briefings, figures, graphics, tables, forms, and documents. The applicant shall assist with preparation and maintenance of security program documentation and briefing materials. The applicant shall perform administrative tasks as necessary to support security functions and must apply strong analytical writing skills in order to successfully document program security methods and decisions.

Assist with managing newcomer and security-related databases. The applicant shall assist with providing special administrative and logistical assistance for the division visitor control function. The applicant shall maintain an active JPAS account and assist with verifying personnel security clearances. The applicant shall assist with processing personnel security investigation documents, reviewing the investigation documents for accuracy, and tracking submitted requests for personnel security clearances.

Assist with the development of security requirements into contractual commitments. The applicant shall administratively assist with the coordination of DD Form 254, DoD Contract Security Classification Specification.

Assist in establishing and maintaining official file plans with the use of AFRIMS. The applicant shall assist with electronic files management, records management, and file plan management.

Support the performance of administrative duties of a SAP Facility in accordance with DoDI 5205.11 and DoDM 5205.07, Volume 1-4 and the JSIG or current guidance, including but not limited to submitting Program Access Requests (PARs), gaining and maintaining accreditation as required, and managing the self-inspection program. The applicant shall assist in maintaining an appropriately classified computerized database of government and DoD applicant personnel with access to the Special Access Required (SAR) programs as identified by individual task orders.

Perform administrative tasks necessary to support security operational functions. The applicant shall provide security-related technical assistance to AFLCMC/WWZ organizations, groups, and committees for briefings and conferences. The applicant shall demonstrate the ability to work in a dynamic environment and effectively interact with numerous DoD, military/civilian personnel, and industry partners.

Assist with a wide range of security management, analytical, technical, and support services for programs managed by DoD, USAF, AFMC, AFLCMC, and the AFLCMC F/B Directorate and its specific programs.

The applicant shall be the focal point for security, analyzing security procedures, and recommending solutions for security deficiencies with the assigned Government security task lead.

Support the implementation of information, personnel, and industrial security programs to ensure classified material is protected according to DoD, USAF, AFMC, AFLCMC, directorate, division and program directives.

Support implementation of the resource protection, force protection, and anti-terrorism programs in accordance with DoD, USAF, AFMC, AFLCMC, directorate, division and program security policy/instructions.

Assist personnel with completing personnel security investigation paperwork, review packages for accuracy and assist with tracking personnel security clearances.

Report security incidents related to the A-10 Program and monitor security incident investigations. The applicant shall prepare reports as identified on a case-by-case basis by the Program Security Officer (PSO). The applicant shall assist in maintaining the electronic tracking and management system for security incident notification and reporting.

Support the processing of PARs for individuals requiring access to the A-10 and associated projects. The applicant shall be trained to ensure compliance with current DoD and Secretary of the Air Force for Acquisition directives and established A-10 policy. The applicant shall assist in screening and verifying required forms and documentation to ensure they are complete and accurate before submitting to the PSO for signature.

The applicant shall interface with various government and weapon system applicant security offices to support the proper processing of A-10 security program accesses. The applicant shall provide technical recommendations on the adequacy of the A-10 program prime applicant’s program access submissions.

Prepare various reports required to assist in managing the personnel security and program access functions ensuring security clearances are current within six years tracking against the unit manning document. The applicant shall support the management of the requirements for letters of compelling need and waivers.

Assist in ensuring physical security standards are maintained and force protection conditions are met. The applicant shall support the execution of the semiannual security inspection program to include oversight of the A-10 security self-inspection program and shall be assist with correcting deficiencies identified during inspections. The applicant shall also assist in performing random inspections of personnel workspaces for evidence of A-10 security deviations and assist in identifying corrective action training when required.

Assist with maintaining/accounting for and destroying communications security material.

Conduct technical evaluations of AIS and other electronic equipment with electronic storage capability or that processes classified data, to include SAR information.

Assist in evaluating AIS standard practice procedures.

Assist with supporting end of day safety and security checks for assigned facilities.

The applicant may be required to work in secure facilities and when necessary receive classified information and secure as appropriate.

The applicant may be required to assist in opening and closing the Government facilities in accordance with AF requirements.

The applicant may be required to respond to after-hours alarms for secure facilities.

Support the development and documentation of recommended program protection and system security input for SOOs, SOWs, PWSs, RFPs, and CDRLs for assigned programs.

Identify security issues and recommend changes to DoD, USAF, AFMC, AFLCMC, F/B Directorate, AFLCMC/WWZ Division, and program security policy/instructions for consideration to Government security lead.

Conduct analyses of procedures regarding the handling, controlling, storage, and disposition of classified or critical weapon system hardware, to include installed components. The applicant shall document and submit reports on the results of the analyses, including recommended actions.

Assist in preparing and administering program specific educational material for the security program. The applicant shall support the planning, management, and administration of the security education program to ensure dissemination of security information to the A-10 and directorate personnel. The applicant shall support the development of program specific System Security Engineering (SSE) requirements.

Assist the System Security Working Group, or other security related IPTs, with the preparation of program security standards to include preparation of meeting minutes and documenting actions.

Assist with the transition of DoD and AF policy to 'design to' and 'test to' specifications, and SSE requirements into functional requirements.

Assist in conducting system security assessments to ensure the proper front end emphasis on system security management.

Provide advisory and draft documentation assistance for the development of a System Security Concept of Operation (SSCO) based on the threat definition, vulnerability analyses, and existing security systems and measures. The SSCO shall include description of mission tasks, operational system specifications, security resource requirements, threat environment, and protection of CPI, employment issues, and labor costs.

Assist in planning, designing, reviewing, analyzing, and reporting on tailored security plans for the protection of systems during the T&E phase and make recommendations for changes to security test procedures for consideration.

Assist in reviewing program threats and conduct vulnerability analyses to assist in defining security functional requirements for effectively securing systems against overt and covert ground initiated attack; provide recommendations for the integration of physical security countermeasures, electronic and mechanical detection devices on the weapon system, and other corrective actions.

Support the planning, designing, reviewing, analysis, and reporting on tailored security plans for the protection of systems during the T&E phase and shall make recommendations for changes to security test procedures.

Assist in reviewing conceptual studies, program reports, system data, and other pertinent source documentation, which might aid in establishing basic system security requirements.

Assist in continuously analyzing the adequacy of the weapon system applicant’s system security planning and physical security standards and report on discrete areas of concern.

Provide support for integrating flexible, cost-effective, and threat- based security processes, plans and procedures to protect weapon system(s) during its life cycle (DoD Acquisition process Pre-Milestone A through demilitarization).

Assist in integrating US export and technology control laws, DoD/Air Force policy and instructions, and other applicable guidance into program protection planning.

Identify CPI and conduct criticality analyses for assigned programs, assessing program threats, analyzing system vulnerabilities, and recommending alternative cost-effective security countermeasures that meet security objectives within the overall system design and program strategy.

Assist the engineering functional and shall provide expertise about the AT process to support the protection of CPI and staff associated documents through the appropriate channels to the executive agent for final approval of plans.

Provide advisory assistance in evaluating security and administrative procedures associated with handling CPI/Critical Components (CC) from unclassified material, up to and including TS, special access, and SCI.

Provide assistance in the creation and maintenance of an Operations Security (OPSEC) program/plan for the protection of Critical Information (CI) and provide recommendations to the government security lead to ensure program compliance.

Assess, monitor, and review trade studies designed to balance program security risks with costs to the program and assist with designing cost-effective approaches for integrating security requirements into weapon system contracts.

Support the development and maintenance of time-phased, event-driven SCGs, Program Security Directives, TA/CPs, and PPPs with associated annexes as required.

The applicant shall continuously analyze the adequacy of the weapon system prime applicants’ and/or subapplicants’ program protection planning/efforts and report on discrete areas of concern.

Perform on-site security evaluations at program offices, review weapon system prime applicant security survey reports, evaluate security procedures/operations, and provide technical security recommendations to the review team lead.

The applicant shall apply experience and expertise to special studies, analyses, and investigation analysis of broad system security issues common across all AFLCMC programs.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

A High School Diploma plus 13 years of experience, an Associates degree plus 7 years or a Bachelors degree plus 5 years of experience is required.

Requires an active Secret clearance.

Must be Security Fundamentals Professional Certification certified in the Defense Counterintelligence and Security Agency (DCSA), Security Professional Education Development Program. In lieu of certification, the applicant must demonstrate currency with other DCSA training pertaining to information, personnel, and industrial and physical security programs through DCSA.
