Subcontracts Manager
The Subcontracts Manager is responsible for managing and leading a geographically dispersed team of subcontract administrators. This position reports to the Vice President of Contracts.
The Position will manage and provide leadership of the subcontracts function for the full life cycle subcontract management activities including but not limited to: Proposal support activity, negotiations of non-disclosure agreements, teaming agreements, preparation of solicitation packages to subcontractors, analyses and evaluation of subcontractor proposals, negotiations of subcontract provisions, award of subcontracts, subcontract administration, issue resolution and closeout activities.
Oversee and manage overall subcontract compliance in accordance with contract requirements, company purchasing policies and procedures, and applicable laws and acquisition regulations. Responsible for maintaining all subcontract / purchase order file documentation compliant with CPSR requirements.
Perform ongoing coordination with Contracts Directors and other Contracts staff on contract requirements for Subcontractors and must review and understand relevant prime contracts in connection with drafting and negotiation of subcontracts.
Development and training will be an important activity by planning, developing, and executing training and development plans for their team, while also evaluating and maintaining the appropriate staffing to support the subcontract requirements of the company.
Essential Job Functions:
Demonstrated ability to mentor and develop subcontracts professionals.
Experience in successfully generating and executing complex subcontracts.
An in-depth knowledge about federal government subcontracting, to include federal acquisition process and regulations.
Business acumen with ability to think critically and develop creative and practical solutions.
Time management/organization skills are critical in this role.
Attention to detail and organization.
Highly adaptable to change; ability to work independently and collaboratively.
Ability to multi-task and operate in a fast-moving environment.
Required Skills:
Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
Bachelor’s degree in business or related field plus a minimum of 6 years or High School plus a minimum of 14 years of related work Experience working as a Subcontracts professional in federal contracting.
Strong interpersonal skills and the ability to relate to employees and management at all levels. Ability to effectively relate with others and cooperate as a team member.
Proficiency with Microsoft Office Suite (Microsoft Excel, Word, and Outlook) and Deltek/Costpoint.
Knowledge of FAR and DFAR regulations and the nature of flow down requirements.
Comprehensive understanding of subcontractor solicitations and bid analysis/process.
Strong background in supporting Contractors’ Purchasing System Reviews (CPSR).
