Vice President, Security

DCS Corp Alexandria, VA (Hybrid) Full-Time

DCS Corporation, a leading U.S. defense contractor specializing in technology solutions including modeling and simulation, test and evaluation, rapid prototyping and engineering services, is seeking a highly experienced and strategic Vice President of Security to lead and manage all aspects of industrial, personnel, and information security across the organization. The VP of Security will ensure compliance with the National Industrial Security Program Operating Manual (NISPOM), manage the company’s cleared facilities and personnel security programs, and serve as the primary interface with the Defense Counterintelligence and Security Agency (DCSA).

This executive role is responsible for developing and executing enterprise-wide security strategies for a 10 time Cogswell Award winning defense contractor, ensuring the protection of classified and sensitive information, and overseeing the company’s compliance with applicable federal regulations and customer requirements.

Essential Job Functions:

Oversee and/or liaise with Facility Security Officers (FSO) and related security personnel.

Lead all aspects of the company’s National Industrial Security Program (NISP) compliance activities, including documentation, audits, and security education.

Develop and maintain comprehensive security policies and procedures in accordance with 32 CFR Part 117 (NISPOM Rule) and other applicable regulations.

Ensure effective handling, storage, transmission, and destruction of classified materials.

Manage all personnel security clearance (PCL) processes, including coordination with DCSA, JPAS/DISS, and NBIS.

Maintain and oversee the company’s Facility Clearance (FCL) and ensure all associated systems and personnel are compliant.

Act as primary liaison with DCSA and other U.S. Government security representatives, handling inspections, reviews, and reporting requirements.

Advise and as necessary lead the response to adverse information reports, insider threat indicators, and other reportable incidents.

Develop and oversee a robust insider threat program and security training/awareness initiatives.

Support the company’s business development activities as needed.

Serve as a member of the company’s Enterprise Security Committee.

Oversee the development and implementation of appropriate training materials.

Support company’s cybersecurity compliance program including protocols and training on managing Controlled Unclassified Information (CUI).

Collaborate with executive leadership and program managers to assess program-specific security needs and integrate security planning into new and ongoing contracts.

Supervise and develop a high-performing team of security professionals across multiple locations in a fast-paced, multidisciplinary engineering and development environment.

Stay current on evolving security regulations, threat intelligence, and industry best practices.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

An active Top Secret security clearance (SCI eligibility preferred).

Fifteen years of progressive experience in industrial security, with leadership roles in defense or government contracting organizations.

Deep knowledge and hands-on experience with the NISPOM, 32 CFR Part 117, and associated security frameworks.

Direct experience working with DCSA and managing successful security inspections/audits.

Strong understanding of DISS, NBIS, NISS, e-QIP, and other personnel security systems.

Proven experience managing FCLs and PCLs across multiple locations and contract types (e.g., DoD, IC, FOCI considerations).

Experience supporting or managing Special Access Programs (SAPs) or SCI environments.

Familiarity with cybersecurity frameworks (NIST SP 800-53, NIST SP 800-171, RMF) and alignment between physical and information security programs.

Demonstrated ability to lead security organizations, develop talent, and influence at executive levels.

Strong interpersonal skills that encourages collaboration and problem-solving with multiple functional areas across the company.

Excellent communication, briefing, and writing skills.

Desired Skills:

Bachelor’s degree in Criminal Justice, Security Management, National Security, or a related field (advanced degree preferred).

Completion of relevant DCSA and/or CDSE certifications (e.g., FSO, Insider Threat Program Manager, Industrial Security Oversight).

Familiarity with foreign ownership, control, or influence (FOCI) mitigation strategies.
