Job Description

Provides Joint Test And Evaluation (JT&E) planning and execution support to the Joint – CBRN Tactical Information Management (J-CTIM) Quick Reaction Test director at the designated U. S. Army CBRN School on Fort Leonard Wood, Missouri.

Essential Job Functions:

Participate in Quick Reaction Test (QRT) execution activities including: developing test issues, operational effectiveness measures, factors and levels, and initial test design as inputs to the initial QRT Test Plan and schedule.

Responsible for leading test design activities including designing the measures of performance and effectiveness required to gather necessary data to support J-CTIM test analysis and evaluation.

Supports efforts to determine the data collection methodology.

Supports QRT planning by developing data collection, analysis and evaluation plans.

Attends QRT process meetings such as the Joint Warfighter Advisory Group, Interfaces with senior Service and JT&E officials during the conduct of test planning and reviews.

Supports data reduction, analysis and evaluation of data collected during Field Test Events; and supports post-test report development.

May act as Task Lead.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

A Bachelor’s Degree in Operations Research, Engineering, Applied Mathematics, Computer Science, Physics or other related technical field plus 8 years of experience or a Master’s Degree plus 6 years of experience is required.

An active Secret Security Clearance is required.

Experience must include designing test events and definition of applicable measures of effectiveness/performance.

Familiarity with a wide variety of data design and analysis techniques such as: Design of Experiments (DOE), analysis of variance, regression analysis, hypothesis testing, survey design and analysis, computer analysis tools, and basic survey test and evaluation methods.

Working knowledge of MS Office suite of products.

Demonstrated strong technical writing skills applied to preparation of test documentation.

Desired Skills:

Previous JT&E or OT&E or Service Experimentation test planning experience including directing efforts of test teams.

Graduate of a military ORSA course.

Previous Operations Research Systems Analyst experience is highly desired.

Experience evaluating M&S tools capability to support T&E and familiarity with M&S V&V process.
