Job Description

Infoscitex (IST), a DCS company, has an outstanding opportunity for a Subcontracts Administrator to join our team in Dayton, OH. This is an opportunity to join a growing, cutting-edge team focused on research projects for the Department of Defense.

As this Subcontracts Administrator, you will work with our dedicated Contracts team to support acquisition and procurement integral to our rapidly growing organization. Your role will involve collaborating with the team and working with other functional areas to develop and execute long-term comprehensive strategic procurement strategies.

Essential Job Functions:

In this role, you could initially expect to:

Be responsible for Consultant and Subcontractor invoice validation.

Be responsible for processing Consultant and Subcontractor Change Order Requests (COR) consisting of funding and Period of Performance (PoP) changes.

Be responsible for completion and validation of all Subcontract closeout actions.

Issue Consultant and Subcontract Request for Proposals (RFPs).

Review Consultant and Subcontract proposals for compliance with the RFP.

Work with a mentor to master IST business procedures and Government contracting process requirements; developing your skills toward working with greater autonomy as follows:

Develop, negotiate and administer Time and Material (T&M), Labor Hour, Fixed Price, Cost Reimbursable/Award Fee type Subcontracts, Non-disclosure Agreements and Teaming Agreements consistent with government client requirements in accordance with company, FAR and DFAR procurement policies and procedures.

Create subcontract files fully compliant with public laws, FAR, and DCMA requirements under an approved purchasing system.

Advise program staff and make decisions regarding subcontract and subcontractor management approaches.

Review Government issued proposals for procurement impacts and work the procurement requirements with the capture team.

Perform price and cost analysis resulting from negotiation of price/cost terms and other subcontract provisions.

Support post-award subcontract management, ensuring compliance with required performance criteria and create and implement effective acquisition.

Work daily with Program Managers, Project Controllers, and other program staff to administer and track subcontract actions.

Identify subcontractor requirements, such as the submittal of sealed packages, and advise capture team on compliance with requirements.

Identify and comply with Small Business Subcontracting Plan and Small Business Participation Plan requirements.

Conduct a thorough review of prime solicitations and awards ensuring the subcontract RFP and awards contain all appropriate flow-downs and requirements.

Evaluate subcontract proposals for solicitation compliance and potential risks to the prime submission.

Requirements:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

At least a HS Diploma with at least 10 years of related experience, or a Bachelor degree with at least 2 years of experience.  (We have multiple levels associated with this opportunity category. Candidates with varying degree and experience combinations may be considered for alternative classifications.)

Applicants selected will be subject to a U.S. Government background investigation and must meet eligibility requirements for access to classified information: eligible for Secret level clearance.

Strong follow through with tasks to full resolution.

Exceptional skills with Microsoft Office products; particularly Excel, Word, and Outlook.

Ability to work in a high-volume, heavy deadline driven environment.

Excellent verbal and written English communication capabilities, including negotiating and problem resolution.

Ample mathematical and analytical capabilities.

Internet search capabilities for researching alternative equipment and service sources. 

While not specific requirements, we feel an exemplary candidate would also bring:

Experience working in government contracts environment, preferably Department of Defense (DoD).

Advanced Degree in Contract Management, Business, or a related discipline.

NCMA Certification (CPCM, CFCM, or CCCM) or similar.

Experience with Deltek Costpoint.

Experience with GSA Schedules.

Experience responding to DCMA and DCAA audit inquiries.
