Job Description

DCS Corp has an opportunity for a Senior Acquisition Program Management Professional supporting AFLCMC/EBD, Direct Attach Division.  This division has responsibility for developing, producing, and sustaining Direct Attack Air-to-Ground weapons systems and subsystems for our nation's warfighters and foreign military customers.  These products consist of the Massive Ordnance Penetrator (MOP), BLU-120, Joint Programmable Fuze (JPF), Hard Target Void Sensing Fuze (HTVSF), Medium Caliber Ammo, and Foreign Military Sales of Direct Attack assets.  Their mission is to advance combat capability through lifecycle management of direct attack systems and enterprise-level air armament mission planning capabilities; integrate existing standard munitions and launch platforms and integrate with C4I capabilities.

Essential Job Functions:

Support development of Business Case Analyses (in accordance with AFI 65-509 and AFMAN 65-510, or tailored), Trade Studies, any/all DoDI 5000.02 acquisition milestone documents and briefings (including 2366a/b certification), program assessments, Analyses of Alternatives (AoA) Study Guidance, Study Plans and Reports, programmatic integrated master schedules (IMS), Market Research Reports, Early Strategy and Issues Sessions (ESIS), Acquisition Strategy Panel (ASP) briefings, and other acquisition program management studies and analysis as required.

Work independently with prime contractors and their suppliers to assess their manufacturing and production performance, and provide this assessment to the Government and back to the contractors and suppliers.

Knowledge and experience in conducting productibility trade-off studies, analysis of prime Contractor and sub-tier supplier production capabilities, evaluation of process control methodologies, development of specifications, analysis of production planning, evaluation of statistical process control techniques, and development and maintenance of factory simulations.

Assist the Government in analyzing prime contractor and sub-tier supplier production capabilities, to include:  their process control methodologies, internal systems (e.g., Manufacturing Resource Planning, Line of Balance systems).

Assist in development of draft RFPs including systems specs, System Requirements Documents (SRDs), Statement Of Objectives (SOOs), Statement Of Works (SOWs), and CDRLs, and other Requests For Proposal (RFP) products.

Support development and conduct source selection simulations and Cost Benefit assessments to determine optimal capability and strategy to acquire intended weapon system.

Develop Mock Proposal(s), conduct RFP risk assessments and deliver training modules.

Advise and assist the Government in performing source selection tasks, to include but not limited to, recommending evaluation areas, factors, subfactors, elements and criteria; developing and administering source selection documentation; developing and analyzing acquisition strategies; developing, reviewing and finalizing reports, summaries, memorandums and briefings necessary to the source selection process; conducting proposal evaluation in a non-decision making role as an advisor (not an evaluator); analyzing and reviewing proposals; and preparing responses to the proposals.

Support development, maintenance, and updating acquisition reports such as the Monthly Acquisition Report (MAR), Selected Acquisition Report (SAR), Defense Acquisition Executive Summary (DAES), Acquisition Program Baseline (APB), and supplemental reports as required by DoD policy for ACAT I, ACAT II, and ACAT III programs IAW DoDI 5000.02, AFI 63-101, and AFPAM 63-128. This includes use of standardized and specialized software applications such as M/S Office, BQ, MOCAS, SMART, DAMIR, IDECS, FM-Suite, EDA, Comprehensive Cost and Requirement System (CCaR), and any other DoD/OSD mandated system.

Assist in developing, maintaining, and updating acquisition reports for specific Government Program Office requirements and special interest programs designated by the Milestone Decision Authority IAW DoDI 5000.02, AFI 63-101, and AFPAM 63-128.  Prepare briefings, graphics and reports in direct support of the acquisition program management function.

Assist the Government in production planning (capacity and simulations), production build scheduling and work flows (including task time, performance, etc.), production IMS analysis.

Assist with ongoing audits and assessments of contractor compliance with drawings and work instructions.

Evaluate proposed design changes and corrective actions including producibility and affordability changes, providing a disposition recommendation to the Government.

Participate in Corrective Action Boards, Material Review Boards, Failure Review Boards, Process Failure Modes and Criticality Analysis.

Plan and develop documentation and briefings required in support of acquisition milestone events and the development of acquisition strategy. Ensure program meets statutory and regulatory guidance.

Perform tasks for program communication and reporting, including status updates and activity reports.

Manage program scheduling and execution, critical path analysis, risk management, and contract management support.

Assist in the development of documentation as required for program Request for Proposals, Statements of Work, Technical Evaluations, Readiness Reviews, and analyze/review contractor submissions.

Support Program Management Reviews, Integrated Baseline Reviews, and other product reviews as required.

Travel required.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Active DOD Secret Security Clearance.

A Bachelors Degree plus 25 25 years of relevant experience or a Masters Degree plus 15 years relevant experience is required.

Must be able to communicate effectively both orally and in writing.
