Job Description

DCS is looking for a Program Manager (PM) to support the Program Director, Deputy PM and staff for a newly created Joint Simulation Environment (JSE) Program within the Electronic Warfare Group at Edwards Air Force Base, CA.  JSE is a joint venture program.

Essential Job Functions:

The PM will assist in identifying, developing, and maintaining all required project management documents for review. 

These include, but are not limited to:

  • Use Case Document
  • Concept of Operations
  • User’s Requirements Documents
  • Project Management Plan
  • Risk Management Plan
  • Test Concept Requirements Document
  • Life Cycle Support Plan
  • System Requirement Specification
  • Overall architecture drawings
  • All acquisition documents, as needed

Develop and deliver progress reports, proposals, requirements documentation, and presentations.

Attend project meetings, Project Management Reviews, Technical Exchange Meetings, In Process Reviews, Preliminary Design Reviews, Critical Design Reviews, System Design Reviews, and briefings given to stakeholders.

Assist in the development and update of an Integrated Master Schedule coordinating the progress and efforts with other military and contractor organizations.  Monitor project schedule, timelines, and milestones from initiation to delivery to meet delivery goals.

Identify and assess project issues and develop solutions to meet productivity, quality and customer satisfaction goals and objectives.

Interpret and administer policies, processes and procedures that impact project(s).

Serve as an interface and point of contact with Government program authorities and representatives, as well as other companies, on technical and program/project issues.

Maintain the strict confidentiality of sensitive information.

Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the Company.

Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

A Bachelor’s Degree and 8 years of experience in project management/program integration is required.

Must be able to obtain and maintain a Secret Security Clearance.

Must demonstrate an extensive understanding of project management processes and procedures, planning and scheduling methods, and budget management as well as the ability to organize, schedule, and coordinate workloads to meet established milestones and budgets.

Must possess: the ability to initiate, plan, and manage projects; the ability to identify issues, analyze and interpret data and develop solutions to a variety of non-routine matters of diverse scope and nature; strong analytical, communication, documentation, presentation, and interpersonal skills; and, the ability to work independently and lead in a team environment.

Proficiency with Microsoft Office products including: Word, Excel, PowerPoint, Visio, and Project.

Must be available to travel.
