Job Description

The Operational Technical Specialist provides technical subject matter support and performs a variety of test and evaluation functions as a member of a dynamic interdisciplinary team in support of the Situational Positioning of Long Dwell/Long Duration (LD2) ISR – CONOPS Evolution (SPLICE) Quick Reaction Test director at the United States Southern Command in Miami, Florida.

Essential Job Functions:

Provides liaison to the warfighter community during event planning, research, and developing non-material test articles to support the QRT process.

Participates in SPLICE QRT execution activities including: developing test issues, operational effectiveness measures, contributes to initial QRT Test Plan development.

Work with other test planners to identify warfighter problems and develop test issues, test plan, analysis plan, data management plan, and other test products.

Attends QRT process meetings such as the Joint Warfighter Advisory Group, Interfaces with Service and JT&E officials during the conduct of test planning and reviews.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

High School Diploma/GED with at least 16 years of relevant operational experience.

Position requires an active SECRET clearance.

Operational experience in one or more of the following areas:

(1) Intelligence Surveillance and Reconnaissance (ISR) operations including tasking, mission planning and mission execution.

(2) Knowledge of ISR technologies and architectures, capabilities and limitations.

(3) Demonstrate operational knowledge of methods for accessing, using, exploiting and disseminating collected ISR data and products used to develop an operational picture of the AOR.

(4) Electronic Warfare operations including Electronic Support Measures or SIGINT collection and analysis.

Working knowledge of MS Office suite of products.

Desired Skills:

BS/BA Degree.

Experience with manned/unmanned ISR platforms.

Experience with CONOPS development or assessment.

Previous T&E experience participating in activities such as test planning, execution, observation, data collection, data management/analysis, and/or developing post-test reports. Previous JT&E or OT&E experience is highly desired.

Demonstrated strong technical writing skills applied to preparation of test documentation and strong interpersonal skills.
