Job Description

The Program Manager is responsible for managing software development and maintenance activities associated with aircraft Mission Planning products and services.

Essential Job Functions:

Interface with and be the customer point of contact for the overall Program.  

Respond to customer requests for information, briefs and formal proposals.  Clear, reliable and routine communication is vital.

In an Agile software development environment, lead a Program consisting of multiple, interrelated project teams, which share facilities, equipment, tools and software, and key functional staff.  

Effectively organize the team and assign staff to key roles.

Monitor program performance; report to DCS leadership and effectively communicate with customer leads. 

Manage technical and non-technical issues through resolution.

Follow DCS’s Organizational Set of Standard Processes to develop and deliver project software and document products. 

Be an advocate. 

Maintain a Capability Maturity Model (CMMI) Maturity Level 3 project plan.

Manage all budget forecasting, execution and reporting, to include Earned Value Management when applicable.

Manage and report performance of Program’s assigned subcontractors and suppliers.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

A Bachelor's Degree plus 12 years of experience or a Master’s Degree plus 10 years of experience is required.

Prior experience in project management, budget development, and project execution.  Proven, outstanding communicator in verbal and written mediums through formal and informal channels.

Ability to lead a large, technically diverse, team of teams that has multiple customers.  Motivate the team to develop quality products within cost and schedule meeting the program’s objectives and contracted requirements.

Proficient with MS Office (Outlook, Word, Excel, and PowerPoint) and MS Project.

Experience with Earned Value Management Techniques.

Experience with Risk Management to include the identification, assessment, and prioritization of risks, and opportunities.

Desired Skills:

Experience with full life cycle software engineering.

Knowledge and application of Scaled Agile Framework (SAFe) processes.

Knowledge and understanding of mission planning needs of military aviators.

Knowledge and familiarity with Microsoft Team Foundation Services (TFS).

Knowledge of DevSecOps.
