Job Description

The Program Manager is responsible for managing software development and maintenance activities associated with aircraft Mission Planning products or services.

Essential Job Functions:

Interface with and be the customer point of contact for the Project or Program. Respond to customer requests for information, briefs and formal proposals.

Lead the assigned DCS team to develop a quality product within cost and schedule meeting the program’s objectives and contracted requirements.

Monitor program performance; report to DCS leadership and effectively communicate with customer leads. Manage technical and non-technical issues through resolution.

Follow DCS’s Organizational Set of Standard Processes to develop and deliver project software and document products. Be an advocate. Maintain a Capability Maturity Model (CMMI) Maturity Level 3 project plan.

Manage all budget forecasting, execution and reporting through Earned Value Management.

Manage and report performance of Program’s assigned subcontractors.

Job Requirements

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

A Bachelor's degree plus 11 or Master’s degree plus 10 years of experience is required.

Must be able to obtain a Secret Security Clearance.

Required Skills:

Prior experience in project management, budget development, management, and execution. Effective communicator in verbal and written mediums through both formal and informal channels.

Experience with full life cycle software engineering; proficient with MS Office (Outlook, Word, Excel, and PowerPoint) and MS Project.

Experience with Earned Value Management Techniques.

Experience with Risk Management to include the identification, assessment, and prioritization of risks, and opportunities.

Desired Skills:

Knowledge and understanding of mission planning needs of military aviators. In addition, knowledge of military airdrop systems and processes, and or electronic warfare.

Knowledge and familiarity with Microsoft Team Foundation Services (TFS).
