Job Description

DCS is seeking a Journeyman Management Analyst (SAIL) with Naval Air Systems Command (NAVAIR)/Naval Air Warfare Center Aircraft Division (NAWCAD) engineering, technical, operational, test, administrative, and logistics experience for a potential future opportunity with the Surface/Aviation Interoperability Laboratory (SAIL).

Essential Job Functions:

Independently applies knowledge of management functions, processes, and analytical methods or techniques to gather, analyze, and evaluate information required by program or project managers.

Draws conclusions and devises solutions to problems relating to improvement of management effectiveness, organizational structure, work methods and procedures, efficiency, and resource requirements, utilization or control.

Develops and drafts program or project milestones, status of progress, financial, acquisition, quality control, maintenance or training documentation.

Directly contributes to work measurement studies, program or project operations efficiency reviews, cost studies, or workload change impact analyses.

Relies upon and used automated management information systems in performing fact-finding, analytical, and advisory functions.

Occasionally serves as lead for projects as assigned, serving as liaison with the customer to understand their test requirements and develop plans to meet them efficiently with available resources.

Job Requirements

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

A High School Diploma or GED plus 13 years of relevant experience in support of project management in the aircraft test and evaluation field, an Associate’s Degree plus 7 years of experience or a Bachelor’s Degree in engineering, scientific or technical discipline plus 6 years of experience is required.

An active Secret Security clearance is required.

A minimum of 6 years performing the foregoing functions, preferably in the Department of Defense (DoD) aviation (Naval aviation) environment; at least 3 years of this experience is to be in aircraft and weapons systems development test and evaluation programs.

Experience with the Naval Air Warfare Center Aircraft Division (NAWCAD) structure and operations testing requirements, NAVAIR aviation programs, or similar experience, is highly desired.
