Job Description

Provides Joint Test And Evaluation (JT&E) planning and execution support to the designated Government test or feasibility study director at the designated Government location.

Essential Job Functions:

Participates in Joint Feasibility Study (JFS) execution activities including: developing test issues, operational effectiveness measures, factors and levels, the initial test design as inputs to the initial Project Management Plan and schedule.

Supports efforts to determine the data collection methodology and Supports Joint Test planning by developing data collection, analysis and evaluation plans.

Attends JT/JFS/QRT process meetings such as the Joint Warfighter Advisory Group, Interfaces with senior Service and JT&E officials during the conduct of test planning and reviews.

May act as project task lead.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Bachelor’s and 12 years of experience or a Master’s Degree and 10 years of experience required.

10+ years of combined operational and T&E  experience.

Previous JT&E or OT&E test planning experience including directing efforts of test teams. Experience must include designing test events and definition of applicable measures of effectiveness/performance.

Familiarity with the various JT&E processes for planning and executing Joint Feasibility Studies, Joint Tests and Quick reaction Tests.

Familiarity with a wide variety of data design and analysis techniques such as: Design of Experiments (DOE), analysis of variance, regression analysis, hypothesis testing, survey design and analysis, computer analysis tools, and basic survey test and evaluation methods.

Working knowledge of MS Office suite of products.

Position requires an active TOP SECRET clearance with SCI eligibility.

Demonstrated strong technical writing skills applied to preparation of test documentation.

Graduate of the military ORSA MAC course.

Experience evaluating M&S tools capability to support T&E and familiarity with M&S V&V process.

Desired Skills:

Previous Operations Research Systems Analyst experience is highly desired.
