Job Description

Apply a variety of analytical techniques to formulate and solve problems; plan for future technologies; conduct research and development; and define requirements for systems. Support the Helicopter Program Office (AFLCMC/WIH). One of six centers under Air Force Materiel Command, the Air Force Life Cycle Management Center is the single center responsible for total life cycle management of Air Force weapon systems.  (Positions are contingent upon contract award)

Essential Job Functions:

Have knowledge of a wide range of multidisciplinary professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced engineering theories, principles, and concepts to project development, execution, and advisory services on rotary wing platforms.

Provide these advisory services in support of the implementation of Defense Acquisition System engineering principles and process for the HPO.

Assist/perform analysis, evaluations, assessments, and reviews of data, documents, and proposals, providing reports, conclusions, recommendation, and updates.  Briefings and presentations shall be developed and delivered as required.

Provide technical expertise in maintenance systems integration, design to test, integrated diagnostics, and electronic support equipment, assist in providing avionics engineering, consultation, and support to design, develop, manufacture, integrate, test, and deploy supportable airborne weapon systems, including integrated avionics, embedded computer systems, software, and electronic maintenance systems.

Provide integration expertise/support, as necessary, to anti- tamper compliance and Information Assurance (IA) certification and accreditation personnel and process.

Provide expertise, guidance, and support artifact review and production in the following areas: systems integration, OSS&E; airworthiness certification per MIL-HDBK-516B expanded; safety per MIL-STD-882; anti-tamper; IA Assessment and Authorization (A&A), and AFI 63-1201, Life Cycle Systems Engineering.

Experienced with, and assist to implement Society of Automotive Engineers – Government Electronics Industries Alliance – Standard (SAE-GEIA-STD)-0009 for the HPO Program.

Provide expert knowledge in the use of management systems, analysis techniques and advanced condition-based and preventive technologies, including, as a minimum, Fault Reporting Analysis Corrective Action System (FRACAS), Failure Mode, Effects and Criticality Analysis (FMECA), Reliability Centered Maintenance (RCM).

Develop program R&M plans and reliability growth plans/curves in conjunction with FRACAS, FMECA and RCM in order to identify, manage and eliminate failures leading to losses in system function and for input into program documentation (i.e., SEP, Test and Evaluation Master Plan (TEMP), etc.)

Provide expert knowledge to projects supporting rotary wing systems which intercept, identify, or actively utilize electromagnetic energy to determine, exploit, counter, reduce, or prevent hostile use of the electromagnetic spectrum.

Provide expert knowledge to rotary wing projects concerning support of Operational Flight Programs (OFP), and/or airborne digital and/or analog computer hardware such as central processors, embedded microprocessors, ancillary equipment, as they pertain to EW.

Apply expert knowledge and mastery of advanced EW principles, concepts, standards, and methods to assist with ensuring assigned rotary wing projects remain consistent with program objectives, costs, schedules, performance criteria, and existing policies.

Assist in reviewing detailed specifications, drawings, and supporting documents, evaluating proposals, and presenting conclusions and recommendations.

Be experienced with development on Windows, Sun, Linux or Unix platforms (C/C++, Java, etc.). Evaluate available options or the feasibility of different advanced approaches to assist in resolving complex issues related to software engineering, computer hardware/software, electronic warfare systems, operational flight programs, and airborne systems. Provide an assessment of the software development approach taken by the OEM/Supplier.

Present briefings and assist with developing technical reports to document progress and results.

Assist with providing avionics integration support and technical direction in the areas of: requirements generation, systems design and integration, development, modification, test, production, sustainment, deployment, operations, and divestiture as required in regards to Communication, Navigation, Surveillance Air Traffic Management (CNS/ATM) systems.

Provide Communication, Navigation, Identification (CNI) expertise and assist as a focal point and technical manager on navigation system developments.

Work closely with USAF CNS/ATM agencies, including but not limited to AFLCMC/HBA Air Traffic Services (ATS), to assist in the generation of performance matrices, verification methodologies, data collection and Performance Assessment (PA) generation in order to certify required capabilities for civil airspace.

Provide advisory assistance in the development of projects which provide detection/warning/countermeasures for ballistic threats.

Apply expert knowledge and mastery of the characteristics of the proposed rotary wing aircraft design which affect its vulnerability to ballistic threats.

Apply expert knowledge and mastery of the rotary wing technologies used that support protection for all flight-critical systems and components for the survivability of the CRH and UH-1N Replacement air vehicles and occupants.

Assist in providing rotary wing avionics engineering, consultation, and support to design, develop, manufactAure, integrate, test, and deploy supportable airborne weapon systems, including integrated avionics, embedded computer systems, software, and electronic maintenance systems.

Provide integration expertise/support, as necessary, to the anti-tamper compliance and IA A&A personnel and process.

Assist the Government by providing knowledge and guidance and producing artifacts where required in the following areas: systems integration, OSS&E; airworthiness certification per MIL-HDBK-516B expanded; safety per MIL-STD-882; and AFI 63-1201, Life Cycle Systems Engineering.

Provide a wide range of rotary wing acquisition program management, analytical, technical and support services for Avionics IPT programs.

Apply rotary wing knowledge and experience in pre- acquisition definition and capabilities integration of requirements, acquisition program management principles, and policies/procedures to assist with the procurement of avionic systems/subsystems hardware and software throughout the total life cycle.

Apply integration, communication, coordination, organizational and planning expertise to activities and acquisition efforts across a broad spectrum of functional disciplines in order to assist with the implementation of program direction. Be familiar with agile development and rapid prototyping.

Provide assistance in the development, procurement, sustainment and modification of rotary wing aircraft structures systems, sub-systems, components and equipment.

Provide system engineering expertise in structures design and integration, manufacturing, quality and industrial engineering, airworthiness and configuration and data management.

Assist in development and maintenance of critical structures systems engineering documentation (e.g., specifications, system requirements documents, systems engineering plans, Interface Control Documents, and hardware etc.).

Provide support and assistance with technical direction in the areas of: requirements generation, systems design and integration, development, modification, test, production, sustainment, deployment, operations, and divestiture, as required.

Assist with providing technical expertise and draft documentation required by all policies and decision levels for development, integration, implementation, and sustainment of systems’ anti-tamper compliance and IA A&A through the appropriate decision accreditation authority.

Support all IA audits and required testing events.

Assist in drafting regulatory and statutory documentation including but not limited to the SEP and Life Cycle Management Plan.

Assist in reviewing OEM/Supplier documents and data and providing comments.

Assist test teams in the development of test requirements, reviewing test plans.

Provide expert assessment and review of various FMS efforts during all stages to identify risks of  the systems.

Participate in technical evaluations across the HPO FMS efforts.

Provide expert assessment of OEM/Supplier technical proposals and related documents.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Bachelors with no experience to a Masters and 10 years of experience.

Secret Clearance.
