Job Description

This position supports tasking for Air Combat Electronics (PMA-209), NAVAIR Head Quarters in Patuxent River, MD.

Essential Job Functions:

The successful candidate will provide program management support for the Air Combat Electronics (PMA-209) International Programs Foreign Military Sales (FMS) Team, currently supporting over 30 FMS countries.

Preparing and coordinating requests to include, but not limited to, Foreign Disclosure, Technology Transfer, and Authorizations for release of systems, anti-tamper, Missile Technology Control Regime (MTCR) reviews with cognizant agencies (e.g., NSA, GPS/JPO and AIR7.4).

Assisting in the management of FMS case programs; including, but not limited to, monitoring and preparation of supporting documentation to support Procurement Initiation Documents (PIDs) and Statement of Works (SOWs) for contract development.

Preparing and coordinating with AIR1.4 the Defense Security Assistance Management System (DSAMS) Center of Excellence Release Templates (DCERTs) for Letters of Offer and Acceptance (LOA), Price and Availability (P&A) and preparing and coordinating with AIR 1.4 for the DCERTs for LOAs and P&As.

Assisting FMS customer with wording for Letters of Request (LOR); analyzing LORs to ensure a Total Package Approach is addressed to achieve cradle to grave capability and effectiveness.

Educating FMS customer, other services, and agencies of COMSEC handling and shipping procedures and assisting with the COMSEC release process.

Verifying the accuracy of Military Assistance Program Address Codes (MAPAC) in Defense Logistics Agency (DLA) database and coordinate with Naval Supply Systems Command (NAVSUP) and United States Air Force (USAF) when updates/additions are required.

Processing required overseas visa information.

Coordinating and scheduling meetings and teleconferences; preparing and disseminating meeting agendas and meeting minutes; executing meetings and teleconferences when Case Manager is absent.

Liaising with commodity IPTs, platforms, and other service users to ensure customer needs are addressed.

Preparing briefs for Program Management Reviews, diplomatic visits, and program status updates.

Participating in Collaborative Reviews with Case Manager, DCE, and NIPO.

Assisting FMS customer with completion of Turn-In Letters when equipment is to be shipped to Original Equipment Manufacturer (OEM).

Maintaining FMS case binders and Case Status Briefs.

Tracking radios in repair and updating FMS customer of status and Investigating any delivery discrepancies.

Job Requirements

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

High School Diploma/GED plus 8 years of experience or an Associate’s degree plus 6 years of experience or a BS or BA degree from an accredited college or university in a technical, business, or management discipline plus 4 years of experience.

The selected candidate must be able to obtain and maintain a secret clearance.

Minimum of 2 years relevant Foreign Military Sales (FMS) experience.

The preferred candidate will be familiar with SECNAV, OPNAV, and OSD forms related to PPBE, MIPRs, Work Requests, Requisitions, CDRLs, and DD254s.

Desired Skills:

Knowledge of Technology transfer and export controls are desired.
