Job Description

The Contractor shall demonstrate expert-level proficiency in scheduling tools.

Essential Job Functions:

The Contractor shall perform all tasks for Department of Defense Architecture Framework (DODAF) Management Specialist in the following subsections:

Apply knowledge and experience in acquisition program management philosophy, policies, and procedures to maintenance of DODAF artifacts documenting systems, subsystems, and equipment procurement activities, post award project/program management tasks, and acquisition programs throughout their life cycles.

Assist in managing and organizing resources and personnel needed to efficiently and effectively meet the objectives of each task, as well as exploring new approaches as applicable within the performance of these tasks.

Assist with the development of documentation including but not limited to MOAs and MOUs, SOOs, PWSs, SOWs, RFPs, UONs, ICDs, CDDs, CPDs, Service/Air Force CFMPs, AOAs, sustainment metrics, technical reviews, and life cycle cost, modeling, and simulation.

Assist in the coordination of documentation between functional resources (to include: financial, management, procurement, systems/software engineering, testing, and logistics) and assist with the consolidation of their inputs into common documents; assisting in planning for the accomplishment of various program milestones.

Review of weapon system contractor proposals as assigned by the Government. The Contractor shall perform, as required, a non-voting, advisory role for weapon system contractor source selections on all acquisition related requirements.

Provide assistance in risk management, project management, process improvement support, and logistics support. The Contractor shall participate in meetings supporting the B-2 Division and its programs, including but not limited to TIMs, LCIT activities, IPT activities, Product/Process Improvement Working Group activities, ICWGs, and TPWGs.

Assist in the collection of programmatic inputs from weapons systems program offices for defining, developing, and managing the acquisition and development/ upgrades to the various B-2 Division aircraft configurations. The Contractor shall assist in determining program progress, effectively communicating recommendations orally and in writing to higher organizational management. The Contractor shall apply program knowledge for developing and coordinating responses to taskers in response to internal and external program inquiries.

Assist in performing materiel solution analyses leading up to design and milestone reviews. The Contractor shall support development of draft documentation and presentation materials as requested or necessitated by programmatic limits based on cost, schedule, and performance.

Perform analyses to support program strategy decisions and courses of action. The Contractor shall provide a program assessment for integration of documentation to ensure consistency with program strategy and consistency across all milestone documentation. The Contractor shall provide inputs, draft, coordinate (with the appropriate internal and external Government agencies), adjudicate comments, and produce final versions of coordinated milestone documents and assessments. The Contractor shall assist in developing and collecting technical data and inputs for staff summary packages to support coordination and signature of all associated documents for milestone approval.

Support B-2 programs by collecting, compiling, analyzing, investigating, researching, and/or applying logistics, maintenance, acquisition, or financial data and information.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

A High School Diploma plus twenty three years of experience, an Associate's degree plus seventeen years, a Bachelor's degree plus fifteen years or a Master's degree plus 12 years or a PhD plus ten years of experience is required.

Requires an active Top Secret security clearance.
