Job Description

The Test Coordinator facilitates and enables test activities for PM SSV programs.

Essential Job Functions:

References applicable documents such as Capability Development Documents, Capability Production Documents, product specifications, and Army Regulations, to develop and staff for approval Test and Evaluation Master Plans (TEMPs) to support program milestones.

Coordinates with ATEC to identify gaps in testing and develops appropriate testing for Government programs.  Also, monitors ATEC activities to ensure adequacy of their testing and assessments.  Ensures ATEC has necessary information to support independent evaluation.

Oversees or conducts Test and Evaluation Working Integrated Product Teams (T&E WIPTs) and Test Readiness Reviews (TRRs).  Ensures adequacy of associated test plans, procedures, and test execution; and ensures closure on all test issues.

Ensures testing techniques and procedures are representative of and aligned with current military tactics, techniques, and procedures.

Evaluates test data, assesses risks, and develops test result summaries for leadership briefings, suitability statements and Milestone Decisions.

Leverages access to testing for multiple products to identify integration issues that may otherwise go unnoticed.  Works with Assistant Product Managers, Product Leads, and PMs to understand interfaces and address and resolve any such noted integration issues.

Reviews test plans, test procedures, test reports, and system assessment reports, for adequacy, accuracy, and identification of issues.

Uses test plans or other program data and research to develop fiscal year ammunition requirements to support programs.  Also, ensures timely scheduling and resourcing of all testing events, including DT and OT.

Tracks all testing planned and maintains a Master Test Schedule.  Shares data with PEO-level T&E personnel for test synchronization.

Ensures all Government test planning documents are uploaded to the appropriate databases.

Maintains awareness of and expertise in material and system-level test methods for all tests necessary to ensure delivered product meets all critical safety, interoperability, and lifecycle performance requirements.

Provides, as needed, recommendations for alternative testing strategies to ensure delivered product meets all critical safety, interoperability, and lifecycle performance requirements.

Participates, as assigned, in test method standardization committees and working groups.

Attends and monitors the conduct of all testing to ensure it is performed in accordance with the guidance in the approved performance specification, engineering change request, request for deviation, detailed test plan, and other authoritative document as applicable.

Reports all noted testing issues to assigned Program Management Points of Contact.

Reviews, proactively, all approved performance specification, engineering change request, request for deviation, detailed test plan, and other authoritative documents to ensure no conflicts in testing guidance.

Observes and performs primary and secondary audit of test procedures to ensure compliance with Program Management directed test method for all testing with special attention to any and all noted failures to perform.

Notifies Program Management points of contact about any noted performance issues noted during testing along with findings from primary and secondary test method audits.

Tracks and reports the status of all testing funds by type, expiration, and expected expenditure to enable timely programmatic decisions to support testing continuation and execution of all funds.

Forecasts and communicates services or supply needs based on test plans, program data, and integrated master schedules to ensure that all services or supply needs are met with sufficient buffer and flexibility to prevent any testing stoppage due to a lack of required services or materials.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Bachelors (any field) and 15 plus years of experience.

Must have or be able to obtain a Secret clearance.

Subject matter expert for Test and Evaluation, and has the ability to lead test efforts on assigned programs with minimal oversight from the Government.

Extensive knowledge and experience developing and using a broad range of measurement methods and with troubleshooting and reducing all sources of test variation.

Equivalent or experience commensurate with DAWIA Level III T&E certification.

Familiarization with Defense Acquisition Systems (non-IT) as well as a foundational understanding of current Military Tactics, Techniques, and Procedures.
