Ground Combat Vehicle T&E Analyst

Essential Job Functions:

Responsible for the day-to-day management of test activities at test site(s) (e.g. Aberdeen Test Center), including resolution of test execution issues, chairing of daily test update meetings, management of contractor and/or on-site PM test representatives, tracking of test progress, etc.

Responsible for the development of program’s T&E strategy, approach, process, schedule, and resource requirements. In addition, managing the implementation of an evaluation methodology and framework for product/system under test.

Ability to work in a collaborative environment with product managers, engineering, logistics, contracting, along with multiple external Government organizations to include; Army Test and Evaluation Command (ATEC), the User Representative,   and other Product Offices along with the defense industry.

Must have strong writing skills to generate scopes of tests, Test and Evaluation Master Plans (TEMPs), schedules, and to assist in generating technical documentation in support of Milestone Decisions and Material Release.

Have a working knowledge of program management (program planning, execution, risk management, configuration management, metrics, earned value systems, issue resolution).

Travel occasionally (up to 25%) to test sites in support of related meetings and test events.

Provide technical advice and knowledge of program, system engineering and value management technologies.

Review and analyze system performance against requirements for the application and integration of improved.

Develop and present data for reviews that will provide timely and accurate reporting of test program status to internal/external customers.

Manage test cost, schedule, scope and risk throughout the program lifecycle.

Integrate program management processes to align with engineering standards and perform effective execution and compliance with established program decisions.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Must be able to obtain Secret clearance.

Demonstrated program and resource management skills.

Demonstrated oral and written communication skills.

Knowledge and experience with Systems Engineering Processes.

Demonstrated problem solving skills with emphasis on analysis and Course of Action (COA) development.

Demonstrated ability to apply T&E best practices.

Demonstrated ability in developing and reporting test program metrics relative to Cost, Schedule, and Performance of T&E Programs.

Desired Skills:

Knowledge of the Army Program Executive Office (PEO) and Project Management Office (PMO) structure and organizations.

Knowledge of the Army Development Command (DEVCOM) organization structure, with emphasis on the Ground Vehicle Systems Center (GVSC).
