Job Description

DCS Corporation is currently seeking a Senior Program Manager to manage PMA209’s Strategic Planning Group (SPG).  

Essential Job Functions:

The SPG Program Manager will be the overall lead, manager and administrator across multiple teams.

He/she will direct efforts of cross-competency team(s) to include contractors at multiple locations and will serve as the primary interface and point of contact with Government program authorities and representatives on the technical and program/project issues.

The SPG Program Manager will provide regular briefings to senior leadership on program status and milestones.

He/she will oversee program/project operations by developing procedures, planning and directing the execution of the technical, programming, maintenance and administrative support efforts. 

The SPG Manager will manage the acquisition and employment of the program/project resources, monitor, and control the financial and administrative aspects of the program/project with respect to contract requirements.

The SPG Program Manager will apply his/her subject matter expertise to an assigned capability area and provide strategic planning using the following plans and resources:

  • Associated directives and guidance’s

  • Platform requirements

  • Fleet priorities

  • Mission applications

  • State of the art technology

  • Industry capability maturation

  • Integration challenges

  • Stakeholder point of contacts

  • Associated Naval Aviation and other service program activities

  • Resource requirement estimations

Some examples of the duties include, but not limited to:

  • Participation in the Common Avionics Enabler Naval Aviation Requirements Group (ENARG)

  • Participation in the annual POM Issue Collaboration Briefs to platform program offices

  • Participation in routine on/off site briefings/meetings up to the “TS/SCI” level

  • Identify, analyze, prepare, and sponsor New and Emerging Opportunity (NEO) initiatives

  • Provide Capability briefs to OPNAV, Recourse Sponsors, Program Managers, Integrate Product Team Leads as required.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

A High School Diploma or GED plus 20 years of experience, an Associate's Degree plus 14 years, a Bachelor's Degree plus 12 years or a Master's Degree plus 10 year of experience is required.

Must be clearable to TOP SECRET.

At least 10 years’ experience in program management, technical, or business analysis discipline related to weapon systems acquisition and life cycle management is required.

A minimum of 6 years of recent work experience should be related to analysis and planning.

Familiarity with SECNAV, OPNAV, and OSD forms related to PPBS, Military Interdepartmental Procurement Requests, Work Requests, Requisitions, Contract Data Requirements List, and DD254 is required.

Desired Skills:

Demonstrated experience in the program/project status, earned value management and schedules is preferred.
