Contract Execution Manager - Air Force Technical Services Division within the Air and Sea Forces Support Sector.

Essential Job Functions:

Profit and Loss responsibility along with key leadership responsibilities to include business capture, proposal development, customer delivery, planning, budgeting, recruiting, team development and leadership consistent with company values, customer relations, business development, contracts administration and financial management  for a division reporting to one of three company sectors.

Management of an over 35 person organization with approximately 4 subordinate managers/project leads.

Responsible for personnel management to include recruiting, retention, career path, morale, and staff assignment.   

Experience in the Federal Government technical services sector with a specific focus on DoD (predominately USAF).   Responsible for a top line Revenue budget of about $5M annually. Portfolio includes engineering technical services, test & evaluation support services, software support, and software product/solutions based contracts.

Develop annual budget projections for direct labor, subcontract revenue, total revenue, and indirect spending. 

Manage revenue, indirect spending and profit in alignment with annual budgets.

Oversee project performance including financial performance, schedule performance, technical accomplishments and customer satisfaction.

Responsible for growth of assigned portfolio. Responsible for leading business development strategy and execution including establishing strategic growth targets, evaluating potential opportunities, leading capture efforts. Proposal efforts include leading efforts as the proposal manager for selected targets and participating as both a writer and a reviewer.

Leading and managing winning capture strategies and obtaining the resources necessary to execute the capture plans and pursuits.

Directing and managing the capture process for assigned pursuits to include building, maintaining, and updating capture plans per corporate process.

Identifying the resources (both internal and external to the company) required to pursue contracts.

Foster relationships with customers for specific opportunities.

Formulating and establishing external teaming and partnering strategies to include identifying, selecting, and recruiting teammates and suppliers that increase the PWin.

Preparing, coordinating, and presenting intermittent capture and gate reviews to senior leadership.

Developing win themes, discriminators, and proposal messaging.

Assisting significantly with proposal development, including participating in black hat reviews and ensuring win themes, customer knowledge, and discriminators are incorporated.

Supporting pricing strategy development.

Participating in applicable continuous improvement projects across the processes.

Ensure that all business activity is conducted in line with company values, policies and ethics codes of conduct.

Establish and maintain strong relationships with customers, potential customers, teammates and potential teammates.

Coordinate and work closely with other DCS Operational Managers and Corporate Finance, Facilities, Security, Human Resources, Corporate Development, Contracts and Information Technology to achieve organizational goals and performance. 

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.  

Bachelor’s degree plus 10 years of experience. 

Must design, develop, staff, and implement a solid operating organization led and managed by the best management team available. 

Lead by continued example and demonstration of management techniques consistent with the core values of DCS.

Set direction and long range vision for their organization, fostering employee participation and empowerment in a corporate-centric environment.

Execute training goals and facilitate training for subordinate managers consistent with the responsibility to lead and manage a significant organization at DCS.

Design, develop, and implement a recruiting strategy that keeps pace with growth goals and ensures that their organization and projects are managed so as to ensure a high level of customer satisfaction.

Achieve annual business growth consistent with the goals of the Strategic Plan.  Growth is expected to result from strategic targets for the Division as well as expansion targets from each Department and tactical development of add-on and follow-on business from each Branch.
