Job Description

DCS is looking for a Program Manager (PM) to support the Program Director, Deputy PM and staff for a newly created Joint Simulation Environment (JSE) Program within the Electronic Warfare Group at Edwards Air Force Base, CA.  JSE is a joint venture program.

Essential Job Functions:

 Assist in updating and maintaining required program business management documents, to include Concept of Operations, Program/Project Management Plan, Risk Management Plan, Life Cycle Support Plan, and Acquisition Plan.

Develop and deliver business management progress reports, proposals, requirements documentation, and presentations.

Attend project meetings, Project Management Reviews, Acquisition/Business Management Exchange Meetings, Process Reviews, and briefings.

Assist in the development and update of an Integrated Master Schedule coordinating the progress and efforts with other military and contractor organizations. 

Monitor project schedule, timelines, and milestones from initiation to delivery to meet program goals.

Identify and assess project issues and develop solutions to meet productivity, quality and customer satisfaction goals and objectives.

Serve as an interface and point of contact with Government program business management representatives, on program business management issues.

Manage, track and report multiple organization’s budget execution, identify budget execution issues and work with the Program Manager to resolve them. 

Coordinate with Government organizations to ensure funding documents are received.

Provide advice and assistance developing and analyzing acquisition strategy methodologies, developing and reviewing acquisition documentation, participating in developing  needs and solutions, tracking current and planned investments, participating in acquisition strategy analysis and planning, developing and documenting decision support systems, and developing, maintaining acquisition schedules. 

Develop and review acquisition planning packages and other acquisition documentation, reviewing or proposing inputs to Purchase Request packages, Requests for Proposal, PWS, CDRLs, specifications, requirements documents, and other acquisition related documents.  

Assist in the review of acquisition documents and work packages to ensure timely commitment and obligation of resources. 

Participate in long and short range program planning activities, analyzing available resources against program requirements and providing viable solutions to possible shortfalls. 

Assist in the preparation and coordination of government Support Agreements.

Oversee program management functions including acquisitions, service contract support, financial management, manpower planning, and program project control efforts implementing strategic plans that result in effective resource utilization.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Bachelors Degree and 10 years of experience or Master’s Degree and 6 years of program management.

Must be able to obtain a Top Secret Security Clearance within 6-9 months of hire.

Must demonstrate an understanding of project business management processes and procedures, planning and scheduling methods, and budget management as well as the ability to organize, schedule, and coordinate workloads to meet established milestones and budgets.

Must possess the ability to initiate, plan, and manage projects; the ability to identify issues, analyze and interpret data and develop solutions to a variety of non-routine matters of diverse scope and nature; strong analytical, communication, documentation, presentation, and interpersonal skills; and, the ability to work independently and lead in a team environment.

Must be able to work independently and within a team environment.

Proficient with Microsoft Office products to include Word, Excel, PowerPoint, Visio, and Project.

Must be available to travel.
