Job Description

Currently seeking an experienced Program Analyst with knowledge and experience in generating spend plans, execution, tracking, reconciling and reporting funding documents to support our Navy customer.

Essential Job Functions:

Provide input, reports and manages contractual documentation to include Performance Work Statements (PWS), Task Statements, and Independent Government Cost Estimates (IGCE) for various contract vehicles, to include Federally Funded Research and Development Centers (FFRDCs), DoD Information Analysis Center (IAC) Technical Area Task (TAT) Orders, and Seaport-e contracts.

Prepare input for budget drills and maintain FY spend plan and project structure to ensure funding and program requirements are executed according to approved plans.

Formulate annual Executive Review Boards (ERBs), quarterly programmatic/contractual/financial Program Management Reviews (PMRs) and Congressional Staffer Briefs.

Coordinate consistently with vendors to manage cost, schedule, and performance of team objectives.

Generate Work Assignment Agreements (WAAs), Additional Financial Sheets (AFS), Procurement Management Tool (PMT) requests, Procurement Initiation Document (PID) packages to execute the approved funding in Navy Enterprise Resource Planning (NERP).

Coordinate resource requirements for IPTLs to prepare and route RFS.

Analyze expenditures against planned phasing and FMB Benchmarks.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

A Bachelor’s Degree plus 5 years of experience is required.

Must be able to obtain a Secret security clearance within 6-9 months of hire.

At least 4 years of experience in program management, technical or business analysis discipline.

Experience processing program acquisition, funding and contract documentation for military programs.

Desired Skills:

A minimum of two years professional experience in technical efforts supporting major weapon systems and components development.

Demonstrated experience in the program/project status and schedules.

Demonstrated knowledge of SECNAV, OPNAV and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series).

Experience working with PMT, and NERP and POM tools.
