Job Description

Provides Operations Research Systems Analyst, test planning and analytical services for a Contractor Team supporting the Joint Continental United States Directed Over-the-Horizon Radar (J-CONDOR) Joint Feasibility Study (JFS) at the Joint Test Unit, Suffolk, Virginia.

Essential Job Functions:

Works with the JFS Task Lead and the J-CONDOR Feasibility Study Director (FSD) to establish and organize the contractor test team and responsible for leading Feasibility Study planning and execution activities.

Designs statistical methods for test and evaluation of the designated test articles.

Leads data post-test data reconstruction and analysis to support overall evaluation of test results.

Assists in team efforts involved with project and test plan development, and initial development of JFS/Test.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Bachelor's degree in Operations Research, Engineering, Applied Mathematics, Computer Science, Physics or other related technical field with at least 7 years of experience or Master’s degree with at least 5 years of combined Joint/Operational T&E and project management experience.

Must possess an active SECRET clearance.

Demonstrated experience as a military ORSA or civilian equivalent with experience in the application of Design of Experiment (DOE) methods to developing/designing tests and related data metrics to include measures of effectiveness, measures of performance, confidence intervals, etc.

Experience should include familiarity with parametric and non-parametric data, data analysis techniques, computer analysis tools, and basic survey test and evaluation methods.

Test planning experience to include developing master and detailed test plans, test execution; data collection, management and analysis; drafting post-test reports and briefing senior officials on test readiness and results.

Candidate should be able to compile and deconstruct data for post-test analysis.

Working knowledge of statistical analysis software tools and MS Office suite of products

Desired Skills:

Previous JT&E, OT&E, JCTD or service experimentation test planning experience including directing efforts of test teams.

Familiarity with Directed Over-the-Horizon Radar operations, including tactics, techniques and procedures, command and control processes, and various employment methods and, mission planning and operational capabilities.

Familiarity with Tactics, Techniques and Procedures (TTP) development

Experience evaluating M&S tools capability to support T&E and familiarity with M&S V&V process.
