Job Description

The Operational Technical Specialist provides technical subject matter support regarding Directable Over-the Horizon Radar (OTH) operations and performs a variety of test and evaluation functions as a member of a dynamic, interdisciplinary team in support of the Joint Continental United States Directed Over-the-Horizon Radar (J-CONDOR) Joint Feasibility Study (JFS) at the Joint Test Unit, Suffolk, Virginia.

Essential Job Functions:

Provides liaison to the warfighter community during the conduct of JFS activities including research and developing non-material test articles to support the JFS process .

Work with other test planners to identify warfighter problems and develop test issues and preliminary content of Tactics, Techniques and Procedures (TTPs) .

Attends JFS process meetings such as the Working Groups and Joint Warfighter Advisory Group, interfaces with Service and JT&E Joint Test Support Cell during the conduct of test planning and reviews.

Participates in J-CONDOR JFS execution activities including supporting research, development of TTPs, identifying test issues, operational effectiveness measures, and contributes to initial Project Master Plan development.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

High School Diploma (or equivalent) with 10+ years of relevant operational experience.

Position requires an active SECRET Clearance.

Operational experience in Directed Over the Horizon Radar (DOTH) planning and operations, including tactics, techniques and procedures, command and control processes, and various methods of employment. Nonconventional Assisted Recovery and one or more of the following:

1. Recent knowledge and experience at the tactical or operational levels with Directed OTH Radar employment and Joint Operational Planning.
2. Demonstrated recent knowledge and experience with Directed OTH Radar operations to include methods of command and control as well as flow of information and data.
3. Direct experience developing, evaluating, or revising Tactics, Techniques and Procedures (TTPs).

Strong interpersonal skills to support JFS team outreach with the operational community.

Working knowledge of MS Office suite of products.

Desired Skills:

BS/BA Degree.

Previous T&E experience participating in activities such as test planning, execution, observation, data collection, data management/ analysis, and/or developing post-test reports. Previous JT&E or OT&E experience is highly desired.
