Job Description

The Operational Technical Specialist provides technical subject matter support and performs a variety of test and evaluation functions as a member of a dynamic, interdisciplinary team in support of the Joint Integrated Network - Korea (JIN-K) Quick reaction Test (QRT) at the Joint Staff, Suffolk, Virginia.

Essential Job Functions:

Provides liaison to the warfighter community during the conduct of QRT activities including research and developing non-material test products to support the QRT process.

Works with other test planners to identify warfighter problems and develop test issues and preliminary content of Tactics, Techniques and Procedures (TTPs) .

Attends QRT process meetings such as Working Groups and Joint Warfighter Advisory Group; interfaces with Service and JT&E Joint Test Support Cell during the conduct of test planning and reviews.

Participates in JIN-K QRT execution activities including: supporting research, development of TTPs, identifying test issues, operational effectiveness measures, and contributes to initial Project Master Plan development.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

High School Diploma or GED with a minimum of 16 years of relevant operational experience, an Associate's degree plus 10 years, a Bachelor's degree plus 8 years or a Master's degree plus 6 years of experience is required.

Position requires an active SECRET clearance.

A strong background in cybersecurity and C5ISR systems and architectures.

Operational experience in the planning and employment of C5ISR systems and operations, command and control processes, flow of data between sensors, command centers and strike assets at the tactical and theater level and one of the following:

Demonstrated knowledge and experience with operations in Korean Theater, to include use of advanced tactical datalinks, and protocols.

Direct experience developing, evaluating, or revising Tactics, Techniques, and Procedures (TTPs).

Detailed understanding of cyber threat vectors and mitigating actions to ensure availability, security, and non-repudiation of C5ISR data.

Strong interpersonal skills to support QRT team outreach with the operational community.

Working knowledge of MS Office suite of products.

Desired Skills:

BS/BA Degree.

Previous T&E experience participating in activities such as test planning, execution, observation, data collection, data management/ analysis, and/or developing post-test reports. Previous JT&E or OT&E experience is highly desired.
