Job Description

Provides life cycle sustainment support management and operational support to Project Manager (PM) Terrestrial Sensors (TS) Product Support Manager (PSM) for the portfolio of PM-TS Quick Reaction Capability (QRC) and Program of Record (POR) systems.

Essential Job Functions:

Support the PSM for oversight management of support functions required to field and maintain operational capability of major weapon systems, subsystems, and components.

Responsible for accomplishing the overall integration of product support and life cycle sustainment management and product support arrangements between the Department of Defense (DOD) services, military depot organizations, product support integrators and product support providers to ensure life cycle sustainment arrangements.

Coordinate directly with program life cycle integrators to support the implementation, management, and oversight in support of acquisition, development, production, fielding, and disposal of materiel systems and optimize implementation of the product support strategies

Maintain acquisition documentation to assist in meeting Milestone regulatory and statutory documentation requirements.

Interact with external commands – Program Executive Office Intelligence, Electronic Warfare and Sensors (PEO IEWS), Communications-Electronics Command (CECOM), Maintenance Inter‐service Support Management Office (MISMO) for Depot Source of Repair (DSOR) etc., to assist in document approval process.

Maintain/update Contract Data Requirements Lists (CDRLs) & Data Item Description (DID) listings for PM TS products.

Review the Regulatory and Statutory Documents required for Milestone Reviews (Acquisition Decision Memorandum thru Test and Evaluation Master Plan).

Maintain the current Logistics Data Analysis Center (LOGSA)’s Systems Planning and Requirements Software (SYSPARS) for format and content of acquisition documents.

Develop crosswalks of (Core Logistics Analysis [CLA],  Item Unique Identification [IUID] Plans, Life-Cycle Sustainment Plan [LCSP], Memorandum of Agreement [MOA], Programmatic Environment, Safety and Occupational Health Evaluation [PESHE] and Type Classification [TC]) for PEO to assist in their review of the subject document forwarded to them for concurrence or approval.

Participate as a member of various Product Manager’s (PdM) Integrated Product Teams (IPT) to assist in the development of the regulatory and statutory logistics documentation for milestone reviews and assist in developing their Acquisition Requirements Package (ARP), Request for Proposals (RFP), Type Classification (TC), and Materiel Release (MR) Packages.

Provide support in developing, reviewing, and staffing Independent Logistics Assessments (ILAs), Acquisition Strategy (AS), Field Users Evaluations, Logistics Demonstrations (Log Demos).

Support the various PdMs, and Assistant Product Managers (APMs) in developing, reviewing and staffing of their technical documents supporting system engineering reviews; System Requirements Review (SRR), thru Physical Configuration Audit (PCA).

Support development, review and comment on documents required for achieving Mile Stone C to include: Simplified Acquisition Management Plan (SAMP), Life Cycle Sustainment Plans (LCSP), Training Plans (TP), Disposal Plans (DP), and Material Fielding Plans (MFP).

Review Contracts, Performance Work Statements (PWS), Justifications and Approvals (J&As), Support Concept Transition Plans, MOAs, Memorandums of Understanding (MOUs), and program requirements relevant to logistic activities that effect cost, schedule and performance.  

Review and provide guidance on Contract Data Requirements Lists (CDRLs) and their associated Data Item Descriptions (DIDs) for the various acquisition programs within the PM-TS portfolio as required.

Support development, review and approval of DODI 5000.02 Defense Acquisition System documents such as: System Engineering Plan (SEP), Test and Evaluation Master Plans (TEMP), Core Logistics Analysis (CLA), and Life-Cycle Sustainment Plan (LCSP), Diminishing Manufacturing Sources and Material Shortages (DMSMS), and Item Unique Identification [IUID] Plans, Integrated Master Schedules (IMS), Performance Work Statements (PWS), Contract Data Requirement Lists (CDRL) and Work Breakdown Structures (WBS).

Travel up to 10% of the time.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Bachelor's degree in Business Administration or Management and ten 10 years of experience working in Product Support Management.

DoD Secret clearance required.

Ability to interface with different organization levels and expertise of Army Product Management development personnel and Program Executive Officer level personnel.

Strong Knowledge of AR 700-127 Integrated Product Support, and Department of the Army Pamphlet (PAM) 700-127 Integrated Product Support Procedures.

Working knowledge of MS Office to include:  MS Word, MS Power Point, MS Excel, MS Outlook and MS Teams.

Working knowledge of SharePoint.

Desired Skills:

Previous experience working in an Army Product or Project Manager organization performing logistic product support activities.
