Job Description

DCS Corporation, a mid-size federal government services contractor, seeks a seasoned and accomplished Sr. Contracts Administrator to support the company’s growth and strategic plan objectives. The position reports to the Sr. Contracts Manager and is located in Alexandria, VA.

Essential Job Functions:

Functional areas of responsibility and oversight include Contracts, Subcontracts, Pricing, and some aspects of Purchasing.

Maintains contracts compliance with company policy, Government law and regulation, consistent with industry best practices.

Generates and negotiates with other companies of the Government complex contracts and subcontracts, blanket purchase agreements, task agreements, teaming agreements, non-disclosure agreements, and other agreements routinely used in the government services sector.

Prepares compliant, competitive cost/price proposals in response to Government solicitations/RFPs.

Works closely with General Counsel and line management and supports business unit leadership (Sector Managers).

Plays a critical role in risk management by ensuring cradle-to-grave compliance with contractual obligations, from RFP to close-out.

Prepares and submits administrative contract reporting deliverables.

Maintains, monitors and manages GSA Contract and other Government Contractor website registrations, submissions, and updates.

Tracks and manages Accounting group coordination for GSA Industrial Funding Fee (IFF) and other Contract Access Fees (CAF).

Interfaces with Government Contracting Officers and Customers, and GSA, DCAA, and DCMA auditors/compliance personnel.

Required Skills:

Ability to obtain a Secret level security clearance is strongly preferred. Active Secret clearance is a plus.

Bachelor’s degree required.

Minimum of 8 years of relevant Federal Government contracts and subcontracts management experience for Government contractors. Experience should include contract administration positions at companies with revenues greater than $150 million.

Minimum of 5 years working as member of successful capture and pricing teams developing cost/price strategies for federal procurements.

Record of being highly engaged with a hands-on approach and lead-by-example style.

Excellent business acumen, analytical and problem solving skills.

Outstanding written and verbal communication skills a must.

Strong knowledge of the FAR, DFARS, GSAR, and other agency supplements as well as a strong working knowledge of commercial terms and conditions.

Knowledge and experience in contracts management of a GSA contract portfolio is preferred.

Significant experience in the formation and negotiation of complex contracts and subcontracts, teaming agreements, non-disclosure agreements, and other agreements routinely used in the government services sector.

Strong knowledge of all contract types (FPP, CPFF, CPAF, CPIF, Labor Hour, T&M, etc.) and vehicles (IDIQ, GSA, BPA, BOA, GWAC, etc.).

Experience complying with Federal requirements for estimating and purchasing systems and interfacing with audit agencies.

Experience in hands-on winning cost/price proposal development including working with the capture team in development BOEs.

Experience with Deltek Costpoint required.

Strong knowledge of MS Excel, MS Word, and Adobe Acrobat are required.

Desired Skills:

Experience with Sharepoint site setup and maintenance is preferred.

Strong experience with CostPoint, Cognos reporting, and MS Access is strongly preferred.

Strong skills in parametric BOE review and validation, and cross-correlation to price templates is desired.
