Job Description

DCS Corporation is seeking an experienced Support Equipment (SE) Manager to assist in the management of SE at the Weapons Systems level and to assist in the sustainment of SE.  

Essential Job Functions:

Responsible for all aspects of life cycle management of numerous avionics systems and associated items of SE for Navy and Marine Corps including logistic planning, manning levels, and sustainment.

Ensure maximum availability of Ready-For-Issue (RFI) equipment and test sets as the primary point of contact with Fleet, Naval Supply, and platform program offices.

Review and support Engineering Investigations, Product Quality Deficiency Reports and Supply Deficiency Reports and coordinate maintenance planning resolutions with the Fleet Support Team, Fleet Readiness Centers, and OEM Depots.

Have working knowledge of all modules of the Support Equipment Management Systems (SEMS), which contains the Support Equipment Resource Management Information System (SERMIS) and Automated Support Equipment Recommendation Data (AutoSERD) programs.

Establish End Article designation for in-production systems having a Support Equipment Requirement. 

Manage “Basic” & Configuration List Codes within the AutoSERD System/List/Model (SLM) module for program's End Articles. 

Regularly screen SERMIS support equipment availability and excess/deficits for PMA209 managed support equipment.  Develop plans for reuse, cannibalization, rework, SERD revisions, and Depot Repair Point (DRP) establishment.

Develop new and replicated SERD’s for new support equipment requirements.

Utilize maintenance plans, One Touch, DECKPLATE, technical publications, JEDMICS, Combined ICRL and other sources to validate and process Source Data Revision Recommendations (SODAARs).

Process requests for “Temporary Loan” of SE items.

Receive/Respond to Fleet User Inquiries (calls, messages, etc.) regarding Support Equipment.

Validate GFAE inquiries from NAVSUP.

Interface with Support Equipment Controlling Authorities (SECAs) on the disposition of SE, and validation of fleet requirements, inventory management, SERD development, SERD changes, SODARR implementation, and Consolidated Automated Support System (CASS) Site planning.

Provide input to assist in defining requirements for the Aircraft Procurement Navy (APN-7) Budget, which is used to procure “Replacement” support equipment.  Research and respond to APN-7 Action Chits, and develop responses to APN-7 minutes, as required.

Assist Support Equipment Project Officer (SEPO) to interface with Aircraft Platform PMAs on all related support equipment issues, such as, CASS development and fielding, New Common Support Equipment (CSE) development and fielding, future avionics system support planning.

Assist system DAPML’s in the development/update of Support Equipment (SE) sections of Maintenance Plans and Sustainability analysis.

Generate the annually updated Support Equipment Master Plan (SEMP) for inclusion into the NAVAIR SEMP. 

Proactively collect/receive system data and analyze, evaluate, manage and update SE requirements.

Receive/Review/Validate EIs and other NAMDRP requests (i.e., HMR, EMR, QDR, TPDR and AR) with respect to SE.  Perform other root cause investigations/analyses of SE items.

Provide support to the Change Control Board (CCB) by reviewing ECPs. 

Provide support to Logistics Managers by reviewing Support Equipment requirements listed in Maintenance Plans and Logistics Support Plans (LSPs).

Periodically review PMA209 SE accounts located at SE Staging Facilities and validate continued need for storage or process action for DLADS disposition.   

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

A High School Diploma plus sixteen years of experience, an Associate's degree plus ten years, a Bachelor's degree plus eight years or a Master's degree plus six years of experience is required.

Active Security Clearance.

At least ten years of experience in life-cycle logistics under the Defense Acquisition System.

Working knowledge of Support Equipment Management Systems (SEMS) to include Support Equipment Resource Management Information System (SERMIS) and Automated Support Equipment Recommendation Data (AutoSERD) programs.

Working knowledge of maintenance plans, Naval Supply One-Touch, Decision Knowledge Programming for Logistics Analysis and Technical Evaluation (DECKPLATE), Joint Engineering Data Management Information and Control System (JEDMICS), and combined Individual Component Repair List (ICRL).
